Online meeting on universal preschool education for the period 2010-2015
(Baonghean.vn) -This morning, March 15, Deputy Prime Minister Nguyen Thien Nhan chaired an online conference to review 2 years of implementing Decision 239 of the Prime Minister on universalizing preschool education for 5-year-old children in the 2010-2015 period with 63 connecting points nationwide.
At Nghe An bridge, comrade Nguyen Xuan Duong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired with the participation of leaders of relevant departments, branches and People's Committees of Nam Dan, Hung Nguyen, Nghi Loc, Cua Lo districts and Vinh City.

At Nghe An, comrade Nguyen Xuan Duong reported on the results of the implementation of the project to universalize preschool education for 5-year-olds, stating that Nghe An implemented the project in 2 phases: Phase 2010-2012 and Phase 2013-2015. In the first phase, Nghe An carried out the following tasks: investing in building facilities (supporting funding for purchasing supplies, toys, and teaching equipment for 5-year-old preschool children according to 124 minimum categories; investing nearly 23 billion VND for preschool education); Completing the implementation of the project to convert preschool education from semi-public to public, ensuring the regime for teachers (5,456 teachers were on the payroll). Up to now, Nghe An province has 506/508 schools implementing the new preschool education program (reaching 99.61%) with a total of 4,928 classes (85%); The rate of mobilizing children to attend class is higher than the national average (nursery schools reach 21.16%; kindergartens reach 86.7%; 5-year-old kindergartens reach 99.7%); 100% of kindergartens teach 2 sessions. Nghe An strives to complete the project 1-2 years earlier than planned.
During the implementation process, Nghe An encountered many difficulties: complex terrain, many villages far from the center so there are still combined classes (400 classes); in cities and towns, many kindergartens are overloaded; the staffing of managers, teachers and employees has not been ensured to the maximum according to Circular 71 of the Ministry of Education and Training, the whole province still has 617 borrowed classrooms, temporary classrooms and degraded grade 4 classrooms...
At the conference, comrade Nguyen Xuan Duong made a number of recommendations and proposals to the Ministry of Education and Training as follows: Increase funding sources; soon issue a document to replace Circular 71 so that facilities can establish staffing levels for each level; increase funding for the school consolidation program; support teacher training on the preschool education program...
