National online meeting to implement the Vocational Training Project for Rural Workers

(Baonghean.vn) -This afternoon, September 7, the Government held a national online conference to implement the Vocational Training Project for Rural Workers.

The conference was chaired by Deputy Prime Minister Nguyen Thien Nhan. At Nghe An bridge, comrade Nguyen Xuan Duong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee and members of the Steering Committee for the implementation of the Vocational Training Project for rural workers in Nghe An province, representatives of leaders of sectors and units: Labor, War Invalids & Social Affairs, Agriculture and Rural Development, Planning and Investment, Finance, Industry and Trade, Education and Training, Provincial Cooperative Union, Provincial Youth Union, Provincial Farmers' Association, Nghi Loc district, Cua Lo town, Vinh city, vocational colleges, vocational training schools... participated in the conference.

The conference listened to the Central Steering Committee for the implementation of Decision No. 1956/QD-TTG report on the results of the implementation of the Project "Vocational training for rural workers until 2020" in the first 6 months of the year and the direction and tasks for the last 6 months of 2012. Accordingly, many provinces and cities across the country have proactively organized and implemented the Project's activities, integrated programs and projects, mobilized resources to provide vocational training for rural workers, and achieved results. Since the Project was implemented, 889,726 rural workers have received vocational training, of which 649,774 have found jobs in their trained professions, reaching 73%. Thereby, it has helped 23,584 households escape poverty, 15,679 households become well-off households...

In Nghe An, since the implementation of the Project, the province has organized vocational training for 16,870 rural workers, of which 31% are those who enjoy preferential policies for people with revolutionary contributions, poor households, ethnic minorities, the disabled, and those whose farmland has been recovered; 13% are near-poor people. In the first 8 months of 2012, the province has organized vocational training for 3,790 people with 124 classes, reaching 36.92% of the yearly plan with a total training budget of 10,039 million VND. Of which, 48 classes are for agriculture, 01 class for craft villages, 74 classes for non-agriculture, and 01 class for offshore fishing; mobilized 42 establishments to participate in vocational training for rural workers with the orientation of shifting vocational training based on the existing capacity of the establishments to training based on the vocational training needs of rural workers and the requirements of the labor market... In the remaining months of 2012, Nghe An province will continue to strengthen propaganda and vocational training consultation for rural workers, creating high consensus from the whole society; Promote the socialization of vocational training, diversify training types, encourage vocational training in the form of orders from enterprises; Direct sectors, localities, and vocational training establishments to open vocational training classes for rural workers associated with job creation; Strive to complete the vocational training target for rural workers in 2012 according to plan...

After listening to the opinions of a number of ministries, branches, provinces and cities on the results of the Project implementation, Deputy Prime Minister Nguyen Thien Nhan noted: the results of the Project implementation in 6 months were very low, most of the targets and tasks were not achieved; The organization of propaganda and forms of propaganda for rural workers were not close to reality. In particular, the results and effectiveness were still limited, the quality of vocational training was still low, not meeting the requirements of businesses and society; The work of inspection, supervision and implementation of the reporting regime, the quality of reports on the implementation of the Project was still weak. Based on the results achieved, the Deputy Prime Minister requested ministries, branches, and localities to focus on directing the completion of the implementation of pilot models of vocational training for rural workers to replicate widely; Review the implementation of the process of determining and approving the list of training occupations, perfecting the planning of the network of vocational training facilities at the district level; Create conditions for vocational trainees to access loan sources to create jobs after vocational training; Based on the summary of 3 years of implementing the Project chaired by the Ministry of Labor, Invalids and Social Affairs in March 2013, in coordination with ministries and branches, research and submit to the Prime Minister to amend Decision 1956.
