The Government assigned the Ministry to continue researching and developing a roadmap for adjusting tuition increases, especially comprehensively researching the impact of tuition increases on different subjects... from there proposing the Government to have support measures.

On the afternoon of June 4, at the regular Government press conference, talking about the issue of increasing tuition fees, Deputy Minister of Education and Training Hoang Minh Son said that in 2021, the Government issued Decree 81, regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs, and service prices in the field of education and training. At the time of issuance, the epidemic was complicated, so the Ministry proposed and kept the same.tuition2021-2022 school year as 2020-2021.

Tuition fees for the following years, for general education, 2022 - 2023 have been specifically regulated in Decree 81.

According to Mr. Son, from the following years, the People's Councils of localities will base on the specific situation of socio-economic conditions, the increase rate of the consumer price index of each locality, and the actual contribution capacity of the people to decide on the tuition fee framework or tuition fee level applicable to the locality at preschool and general education levels, but not exceeding 7.5% in 1 year.

The Ministry's leaders said that it is expected that the full cost of higher education will be calculated by 2025. For preschool and general education, the roadmap to calculate the full cost by 2030 has been extended compared to the policy of Resolution 19 of the Central Committee.

The Decree stipulates tuition fee frameworks, ceilings, and floors, while localities decide on tuition fees or tuition fee frameworks within those frameworks. “This year, although the pandemic has returned to normal, socio-economic recovery still takes time, and in many localities, many families are still facing difficulties. Some localities have announced tuition fees for different types of schools with different levels of financial autonomy,” said Mr. Son.

On May 23, the Ministry of Education and Training sent an official dispatch to ministries, branches, and localities directing affiliated educational institutions to determine appropriate tuition levels and tuition increase roadmaps to suit the local situation and share difficulties with the people.

"The Ministry will also strengthen inspection and examination of tuition collection at educational institutions to ensure compliance with regulations and absolutely prevent overcharging in the new school year," Mr. Son affirmed.

In addition, the Government also assigned the Ministry to continue researching and developing a roadmap for adjusting tuition fees, especially comprehensively researching the impact of tuition fee increases on different groups, especially students, pupils, and families with difficulties. On that basis, propose to the Government necessary support measures.

"The Ministry will also continue to provide guidance on how, within that framework, localities and educational institutions can make adjustments to suit the specific situation of schools, localities, people's ability to pay, and meet the requirements of organizing teaching and learning in the new situation," said Mr. Son./.
