The speech read by comrade To Hong Hai at the ceremony once again emphasized the value and historical significance of the Russian October Revolution - the revolution considered to have opened a new era in human history "Like the dawning sun dispelling the darkness... it shed new light on human history". This was the first revolution led by the proletariat, and also the first time an oppressed and exploited class stepped onto the political stage to assume the role of revolutionary leadership, seizing power for the proletariat and the working people.

From the torch that lit the way, showed the way of the October Revolution in Russia, under the leadership of the Communist Party of Vietnam, our entire nation made the August Revolution with the birth of the Democratic Republic of Vietnam, the first worker-peasant state in Southeast Asia. The history of the two countries, the two peoples, Vietnam and the former Soviet Union, now Vietnam and the Russian Federation, have been closely linked and helped each other wholeheartedly in war as well as in peaceful national construction. The steadfast affection between the two countries, the two peoples will last forever. Also at the exchange, many generations of cadres, former students, and students of the Vietnam-Russia Friendship Association recalled unforgettable memories of the years living, studying, and working together in Russia.

For the Vietnam-Russia Friendship Association, a member organization of the Nghe An Union of Friendship Organizations, established in 1957, after more than 55 years of operation, the Vietnam-Russia Friendship Association of Nghe An province has always been active, acting as an important bridge to foster the traditional friendship between the people of the two nations of Vietnam and Russia in the homeland of President Ho Chi Minh. The Association organizes many activities and exchanges on major holidays of Russia, exchanges information with organizations of Nghe An compatriots in the community of independent CIS countries in general and Ulyanov province in particular. The Vietnam-Russia Friendship Association of Nghe An province is actively contributing to people's foreign affairs to further strengthen the solidarity and special bond between the two nations, two countries and people of Vietnam - the Russian Federation.

Comrade Nguyen Xuan Son awarded certificates of merit from the Central Committee of the Vietnam-Russia Friendship Association to collectives and individuals with outstanding achievements.

Comrade Le Xuan Dai awarded certificates of merit from the Provincial People's Committee to outstanding collectives and individuals.

At the ceremony, the Vietnam Union of Friendship Organizations presented the Medal for Peace and Friendship among Nations and the Union of Friendship Organizations to comrade To Hong Hai; the Central Committee of the Union of Friendship Organizations and the Provincial People's Committee presented certificates of merit to collectives and individuals who had made outstanding contributions to people-to-people diplomacy in the period 2006 - 2011.
