How to introduce and elect the Party Secretary and Deputy Party Secretary at the grassroots Party Congress?

According to Directive No. 35-CT/TW of the Politburo on Party congresses at all levels, towards the 13th National Congress of the Party, the election in Party congresses at all levels is conducted according to the following procedures:
-The election of Party committees, standing committees, secretaries, deputy secretaries of Party committees, inspection committees and heads of inspection committees at all levels is carried out according to the Party's election regulations.
- Pilot the election of Party Committee Secretaries at congresses in places where Party Committees are highly united and unified; the proposed personnel must be exemplary, possessing sufficient qualities, capacity, prestige, and the ability to meet requirements, tasks, and complete assigned tasks well; at the same time, must have the consent of the immediate superior Party Committee.
- Hold a congress to vote on the nomination of Party Committee Secretaries from among the newly elected comrades to the new Party Executive Committee, except for places where Party Committee Secretaries are directly elected. The results of the congress' nominations are for the new Party Committee to refer to when electing Party Committee Secretaries. In case the congress' nominations are different from the approved personnel plan, the report must be sent to the higher Party Committee for direction before electing Party Committee Secretaries.

Expanding sources of personnel introduction for Party congresses at all levels
The Party Committee's personnel plan must be closely linked with the personnel preparation work of state agencies at all levels for the 2021-2026 term.
On that basis, Section 5 of Part III - Instruction No. 26-HD/BTCTW of the Central Organizing Committee (October 18, 2019) on some contents of implementing Directive No. 35-CT/TW of the Politburo, the election in the Party Congress is as follows:
1 - The candidacy and nomination in the congress shall be carried out in accordance with the Party's election regulations and relevant current documents.
2 - In case the list of candidates for the Secretary and Deputy Secretary of the Party Committee is not consistent with the personnel plan approved by the immediate superior Party Committee, the Standing Committee of the new Party Committee shall promptly report to the competent immediate superior Party Committee for instructions; only after receiving instructions will the election of the Secretary and Deputy Secretary continue or the election of the Secretary and Deputy Secretary of the Party Committee at the congress be suspended to continue preparation.
3 - In case a comrade expected to be nominated for election to the position of head of the inspection committee is not elected to the Party Committee, Standing Committee or Inspection Committee of the Party Committee at the same level, the new Party Committee shall report and request instructions from the competent higher-level Party Committee and consult with the Inspection Committee of the higher-level Party Committee on the plan to introduce new personnel or propose to temporarily suspend the election of the position of head of the inspection committee to continue preparation.
4 - The pilot congresses directly electing Party secretaries at all levels (including at the grassroots level) shall follow the spirit of Instruction No. 34-HD/BTCTW, dated October 8, 2009 of the Central Organizing Committee. The Standing Committees of Party committees directly under the Central Committee shall, based on the specific situation and characteristics, determine the appropriate ratio to closely and effectively lead and direct this policy for the Party committees at the district and commune levels.
