Keep the border peaceful
(Baonghean)Ky Son is a mountainous district with a large, rugged terrain, with Nam Can International Border Gate and a 192 km border with Laos. Some types of crime such as arms and drug trafficking... often take advantage of the border area between the two countries to operate, causing social disorder and insecurity.
Over the years, the District Party Committee and People's Committee of Ky Son district have promoted the strength and coordination between the police, military and border guards in all activities to maintain border security. Lieutenant Colonel Vi Hoe - Commander of the Ky Son District Military Command, said: "To promote the combined strength of the forces in maintaining and protecting the political security situation and helping people eliminate hunger and reduce poverty, every year the District Military Command has advised the District People's Committee to develop a program of signing and coordinating implementation according to Decree 77 of the Prime Minister and Decision 30 of the Nghe An Provincial People's Committee on the coordination regulations in performing the task of protecting national security, maintaining social order and safety. Accordingly, in tasks such as border patrol, security combat exercises, handling arising situations, propagating the Party's policies and guidelines to the people... there is the cooperation and participation of the forces".
Thanks to the effective coordination of the forces, many cases of law violations such as drug trafficking, illegal exploitation of forests and minerals, and proselytizing... were promptly prevented. Notably, in June 2012, in Nam Can commune, when two Mong people were discovered to be illegally proselytizing, the district People's Committee established a working group consisting of officers from the district Military Command, the district police, in coordination with Nam Can Border Guard Station, to confiscate documents and deport them from the area. In previous years, the situation of illegal mineral exploitation on the Nam Mo River in Chieu Luu, Huu Kiem, Huu Lap communes... was relatively complicated, causing instability in security and order in the area. However, with the joint efforts of the forces, the situation of mineral exploitation has basically ended.
In addition to maintaining good coordination of regular activities, every year, the People's Committee of Ky Son district also organizes comprehensive activities to maintain political security in border areas. The participating forces include the District Military Command, border guards, militia, units stationed in the area and local Party committees and authorities. The content focuses on armed patrols, border sweeps, propaganda of the Party's guidelines and policies, and mobilizing people to hand over weapons and explosives, combating illegal migration, proselytizing, and replanting opium poppies, etc.
According to Lieutenant Colonel Pham Xuan Thanh - Deputy Commander, Chief of Staff of Ky Son Military Command, to maintain stability in the political security situation and local order in recent times. One of the key aspects that the District Party Committee and People's Committee have always focused on is building a militia force that always ensures both quantity and quality. Every year, the District Military Command has advised and directed communes and towns to organize education and training with full content and programs according to plan and provide additional training for the militia force on methods of propaganda and mobilizing the people. Directing border communes to coordinate with border posts to provide supplementary training on situations and plans that are close to local realities and educating on a number of laws such as the Border Security Law, Decree No. 34/2000/ND-CP on regulations for land border areas... Therefore, in activities such as patrolling, resolving arising incidents, propagating and mobilizing people... the militia force always plays its role well, contributing to maintaining stability right from the grassroots level.
With appropriate policies and measures and effective coordination between forces, over the past years, the political security situation and social order and safety in Ky Son have always been stable. Crimes and social evils such as drug use and trafficking, illegal immigration, etc. have decreased significantly, and people are always assured to do business, live and build their homeland.
