(Baonghean) - Last week, the article "Looking back at the land clearance work for National Highway 1A: Lessons in consensus and consistency" (2 parts, published on April 24th and 25th) by the Reporting Team received the highest number of votes for best article and was highly appreciated by readers. Here are some comments on the article…

These two articles conclude with a review and reassessment of the issue. They thoroughly analyze the causes of the bottlenecks in land clearance, primarily due to "lax land management and administration" by relevant agencies and authorities at all levels, as well as the greed and selfishness of the people. Reading these articles, everyone in their respective localities will surely recognize their responsibilities and learn valuable lessons. In particular, Article 2, "Faded Examples," frankly identifies and names officials and Party members who deliberately procrastinate, prioritize personal gain, and disregard national interests and the exemplary, pioneering image expected of Party members. This has had a negative impact on the villagers and communes, hindering the progress of handing over land for National Highway 1A in the localities: "Yet in Quynh Van, even Party members and heads of mass organizations, despite being repeatedly informed and persuaded, still deliberately refuse to understand that their demands are against regulations. They have forgotten that as Party members and village officials, they must accept sacrifices and disadvantages, leading the way and setting an example for the masses to follow."

Given their complicity, collusion, and even incitement of the people against the State's policies and guidelines, what will the public think of these officials and Party members as role models? The phenomenon of officials and Party members, including teachers, police officers, and veterans, lacking exemplary conduct in handing over land, affecting project progress, occurs not only in Quynh Van commune but also in many localities where National Highway 1A passes through. In the concluding section of the article, the author concludes, and this is also the wish and aspiration of the people, to "maintain discipline and the rule of law": Looking back at the land handover and clearance work for the National Highway 1A Upgrade and Expansion Project, public opinion hopes that the Party committee and government will classify, inspect, and take appropriate disciplinary action against officials, Party members, and civil servants whose land borders National Highway 1A and who are not exemplary in handing over land, making demands and requests contrary to regulations and against national interests, in order to ensure strict implementation of the Party Charter, strict adherence to the Constitution and laws of the State, and the Ordinance on Officials and Civil Servants. For cases where all policies and measures have been exhausted, "The method of dialogue to resolve issues peacefully, ensuring the rights and obligations of citizens, and demonstrating the responsibility and proactive attitude of the government in addressing citizens' requests and petitions, while deliberately obstructing, resisting, and challenging functional forces, inciting the people to act contrary to the Party's policies and the State's laws to satisfy personal interests, must also be dealt with severely. At the same time, relevant legal procedures must be carried out to protect construction or enforce compliance, maintaining strict discipline and the rule of law."

After numerous efforts by the entire political system and with strong public consensus, the land clearance work for the upgrading and expansion project of National Highway 1A in Nghe An province has been completed. It can be said that the critical phase is over, but importantly, we must calmly reflect and consider the matter. The focus should be on learning from experience and identifying immediate actions needed to rebuild the credibility of the officials and restore public trust. This can be seen as an internal political activity within each district, commune, and village, aiming to draw profound lessons from leadership, guidance, and task implementation to enhance the capacity and effectiveness of local Party committees and authorities. The goal is to build a government that is truly of the people, by the people, and for the people, starting from the villages, hamlets, communes, and towns. And local officials should also see this as an opportunity to correct their behavior, actions, and words in order to improve their image and regain the trust of the people.
