(Baonghean) -Standing on difficult land, generations of leaders, cadres and civil servants of the State Reserve sector in Nghe Tinh region have strived to excellently perform their tasks, maintaining the title of the leading flag of the State Reserve sector. On the occasion of the 55th anniversary of the sector's tradition, Nghe An Newspaper had an interview with Mr. Pham Quang Dinh - Party Secretary, Director of the State Reserve Department in Nghe Tinh region.

PV:Could you tell us about the outstanding achievements in the 55-year journey of the State Reserve Department in Nghe Tinh region?

Mr. Pham Quang Dinh:On August 7, 1956, the Prime Minister issued Decree No. 997/TTg establishing the Department of State Material Reserve Management - the predecessor of today's General Department of State Reserves. According to the requirements of the task at that time, units under the General Department of State Reserves were also established in strategic locations. After several mergers and name changes, on August 20, 2009, implementing Decision No. 106/2009/QD-TTg, the Nghe Tinh National Reserve was upgraded to the Nghe Tinh State Reserve Department. Currently, the Nghe Tinh State Reserve Department has been implementing the investment project to build a warehouse area line 1 in Nghi Trung commune, Nghi Loc district with a storage capacity of 20,000 tons, applying advanced preservation technology, and preparing to invest in a warehouse line 2...

After 55 years of construction and development, the State Reserve Department of Nghe Tinh region has always competed to excellently complete its tasks. In organizing and implementing the task of purchasing food, it has saved on the price of rice and direct paddy purchases without having to pay VAT, benefiting the state budget with billions of dong. In directing the implementation of the task of purchasing food, it has strictly followed the regulations on state reserve goods, ensuring payment procedures, processes, and regulations, without errors, money and goods are always balanced; the quality of goods is guaranteed according to the regulations of the General Department of State Reserves. Many positive movements and initiatives have been deployed and applied, highly appreciated by the General Department, becoming the leading flag of the State Reserve sector, such as: the movement "building a safe, green, clean, and beautiful reserve warehouse area"; "Good advice, good management... Currently, the unit has preserved over 13 thousand tons of rice in an anaerobic environment, with results showing a reduction in loss and good quality of rice when leaving the warehouse. In recognition of these results, the President, the Prime Minister, the Minister of Finance, the Chairman of the People's Committee of Nghe An and Ha Tinh provinces... awarded many emulation titles and noble forms of commendation, including: The President awarded the Second Class Labor Medal to the State Reserve Department of Nghe Tinh region; 2 Third Class Labor Medals to collectives, 2 Third Class Labor Medals to individuals of the Department and many Emulation Flags of the Government and the Ministry of Finance; many certificates of merit to collectives and individuals of the unit.

PV:Located in an area that is often affected by natural disasters and floods, the Nghe Tinh Regional State Reserve Department has always performed its duties well, becoming a bridge to "ensure food security and social security" for the locality. Could you please tell us more about this issue?

Mr. Pham Quang Dinh:Standing in an important strategic area during the war, now in peacetime, often threatened by natural disasters, storms and floods... so the cadres, civil servants and employees of the State Reserve Department in Nghe Tinh region determined that they must make efforts, promote high responsibility and working capacity to complete the assigned tasks. In addition to regularly improving solutions to safely manage reserve goods in harsh weather conditions, the purchase of rice through bidding, especially the purchase of rice directly from the people, has contributed to helping the people in the area consume the amount of rice produced, contributing to promoting production development. The task of providing relief rice is always in a state of urgency - timeliness - urgency, bad weather, difficult traffic, but in such times, the cadres and employees of the Department's office and affiliated branches always promote the highest spirit and responsibility to provide the fastest distribution, completing the relief task for people affected by natural disasters, storms and floods. Implementing the motto "wherever the floodwaters recede, relief rice is delivered to the people" has left a good impression on the authorities and people of Nghe An and Ha Tinh provinces. In the last days of the year, before the Lunar New Year, the collective leadership of the Department, civil servants always stay in the area, warehouses, and grassroots units to direct the distribution of rice to relieve hunger for people during Tet and the annual crop gap, contributing with the local authorities to bring "warm and full Tet" to the people of the two provinces, especially the people in the mountainous areas.

Exporting rice to help flood victims.

In the 5-year period from 2006 to present, 207,500 tons of food (rice equivalent) have been imported and well preserved; goods and supplies for rescue and relief including 400 tents, 12,000 round buoys, 10,000 life jackets, 200 life rafts, and 14 speedboats have been imported; 40,200 tons of paddy and 61,400 tons of rice have been safely exported, including 57,400 tons of rice for relief, famine relief, and natural disaster relief; and 695 sets of tents, 25,600 life buoys of various types, 180 light life buoys, 29 speedboats, and other supplies have been exported, making a positive contribution to ensuring social security, stabilizing the market, and promoting local socio-economic development.

PV:Sir, to maintain and promote the title of the leading flag, what tasks will the State Reserve Department of Nghe Tinh region focus on in the coming time?

Mr. Pham Quang Dinh:Promoting the tradition of 55 years of construction and growth, the State Reserve Department of Nghe Tinh region strives to excellently complete its tasks and annual plan targets. Constantly innovate and create to complete all tasks, especially the tasks of purchasing and importing food and exporting and providing relief aid; strictly manage the State's finances and assets assigned to the unit; strengthen the application of scientific and technical advances and new management technologies to "preserve longer, with better quality, at lower costs"; constantly consolidate the apparatus and train human resources; regularly do a good job of inspecting and examining State reserve activities in the area; care for the lives of workers...

Continue to effectively carry out the Campaign "Studying and following Ho Chi Minh's moral example", promote the implementation of "following Uncle Ho" and develop the emulation movements "Reserve warehouse area - safe - green, clean, beautiful" and other emulation movements, adding to the tradition and golden history of the State Reserve Sector in the integration period for development.
