The proportion of female cadres in the district who are promoted and appointed to leadership and key positions at all levels and in all sectors is increasing, even in some areas where female cadres were rarely assigned to the positions of head and deputy head such as: Inspection Committee, Court, Finance, Banking, etc. However, besides the achievements, the work of female cadres in the past in Nghi Loc still has limitations, namely: the proportion of female cadres holding leadership and management positions is still not commensurate with the potential and has not achieved the set targets such as: The proportion of female cadres participating in People's Council delegates at all levels, the proportion of female cadres at the Party Committee level in some localities; The number of women holding key leadership positions in departments and sectors at the district and grassroots levels is not high, in many areas the number of female cadres is extremely limited and there are sectors with no female leaders; The rotation and promotion positions of female cadres are not diverse; The proportion of female cadres participating in training and development courses has not met the set targets; Developing female party members in rural and special areas still faces many difficulties.

In Yen Thanh district, currently 100% of district-level full-time association officials have university degrees; 100% of grassroots association chairmen under 45 years old have intermediate level or higher (an increase of 17% compared to the plan. Female delegates of People's Councils at all levels: district level 13/50, rate of 26% (an increase of 3.1% compared to the previous term); commune level 208 comrades, reaching a rate of 20.4% (an increase of 1.12%). Female management cadres at all levels of education 182/289 comrades, reaching a rate of 62.9%. The rate of district-level Party Committees decreased by 1.13% compared to the previous term and has not met the plan of 4.75%. Although such results have been achieved, frankly and objectively, the work of planning, training and fostering female cadres has not been focused on. The rate of female cadres in training and fostering sometimes does not meet the requirements. The rate of female cadres in planning, structure of Party Committees, grassroots and district People's Councils is still low. The number of female cadres assigned to hold Key positions in the Party, government and industries are still low. The qualifications of female cadres in some specific regions do not meet new requirements.

The reason for the above situation is that on the one hand, some female cadres and party members still show signs of inferiority, complacency, and are afraid of changing their working environment. On the other hand, some party committees and leaders have not really paid enough attention to the work of female cadres, have not created adequate conditions to increase female cadres, and still show signs of prejudice and lack of confidence in the ability of female cadres. In addition, the inspection and urging of the implementation of directives and resolutions on female cadre work by higher levels at the grassroots level is not regular, not strict, and not close to the situation. The work of detecting and planning female cadres is still slow and lacks initiative.

With the goal from now to 2020: The rate of women participating in training courses at political theory and state management schools is 30% or more; The rate of female cadres participating in Party committees at all levels is 25% or more, the rate of women participating in People's Councils at all levels is 35% or more; 60% of departments, branches, and sectors, 100% of People's Committees at all levels have key female leaders - 100% of chairmen and vice chairmen of the Provincial Women's Union and districts, cities, and towns: 90% or more of grassroots Women's Union chairmen under 45 years old meet the title standards according to regulations.

To achieve the above goals regarding female cadre work, in the coming time, relevant departments, branches, and local authorities need to raise awareness and views on gender equality and female cadre work in party committees, governments, organizations, and the masses; actively propagate and educate to raise awareness of gender and gender equality in the political system and the whole society, creating a favorable environment for the development of female cadres. Pay attention to setting typical examples of advanced female cadres at all levels and in all branches, and talented women in the renovation period to affirm the role of women and female cadres in the cause of industrialization and modernization.
