The Nghe - Tinh Regional Reserve Department has the function of directly managing State reserve resources and State management of reserves in the area of ​​operation. Currently, the Department has 5 professional departments and 8 State Reserve Sub-Departments located in districts, towns and cities of Nghe An and Ha Tinh provinces.

One of the outstanding achievements of the Department is that the implementation of the import and export targets and plans for the following year is always higher than the previous year, with the total amount in 6 years (2008 - 2012) importing nearly 58 thousand tons of paddy and more than 100 thousand tons of rice. Also during the past time, the Department has imported more rescue supplies including 25 sets of high-speed boats of various types, 900 sets of tents, 10,000 life jackets; 29,500 round buoys, 300 light life rafts, 40 sets of forest fire fighting equipment and over 10 thousand tons of salt; bartered over 43,000 tons of paddy and 20,000 tons of rice. Provided nearly 92 thousand tons of rice, worth over 700 billion VND, for free to help people; Provided nearly 3,000 tons of rice to support disadvantaged students in ethnic boarding schools according to Decision No. 36/2013/QD-TTg of the Prime Minister. Provided rescue supplies including 11 sets of high-speed boats, 250 sets of various types of tents, 10,400 life jackets; 13,300 lifebuoys, 175 light life rafts.

In the work of importing and exporting food, the motto is always to save capital for the State budget; to implement purchase prices lower than the ceiling price, and to sell prices higher than the regulated floor price. Over the years, the State has saved billions of dong in capital, and purchased thousands of tons of food (in 2008, 800 tons of rice were saved for reserve, and in 2010, 4 billion dong in capital was saved). The purchase of rice is carried out through bidding, mainly by direct purchase, widely to all subjects. The bidding work for purchasing reserve rice has been organized by the unit in strict compliance with procedures and regulations; over the years (2011-2013), the Department was assigned to plan the purchase of food in large quantities, in conditions where the facilities and warehouses have not been standardized; the warehouses were mainly built in previous years and have degraded; The implementation of the task of bidding for rice purchase encountered many difficulties, including the sudden price increase that put customers in a difficult situation.

Faced with that reality, the collective leadership of the Department promptly proposed solutions to gradually remove difficulties, resolve urgent warehouse requirements, assign planning targets early, and attach responsibility to leadership, direction, and implementation of targets and plans to units; promptly resolve relationships; prioritize the release of goods and vehicles, shorten warehousing time, and help customers reduce transportation and wharf costs... Thanks to that, in recent years, the unit has not had a situation where customers abandoned signed contracts; the unit has successfully implemented the targets and plans assigned by the General Department of State Reserves.

In directing the implementation of the task of directly purchasing and importing rice to all subjects, the Department has strictly complied with the regulations on purchasing State reserve goods, ensuring payment procedures, processes and regulations, no errors, and money and goods are always balanced. In recent years, when natural disasters, storms, floods, epidemics, and famine occurred in Nghe An and Ha Tinh; the Department of State Reserves in Nghe - Tinh region has done a good job of timely supplying national reserve goods and materials to localities according to the decisions of the Government, the Ministry of Finance and the General Department of State Reserves. The Department always takes the motto of "Urgent - Timely - Urgent" in the work of supplying goods and materials with full responsibility, wholeheartedly serving the people, ensuring sufficient quantity and good quality; Although receiving relief and support missions during the lean season, the Lunar New Year is near, the rain and cold are prolonged, and transportation is difficult... But the units are always proactive, making quick and timely distributions, contributing to bringing a warm and prosperous Tet to the people, in order to implement the social security policy of the Party and State for the people of the province, recognized by the local government and trusted by the people.

The work of exporting and exchanging goods is always carried out in compliance with the regulations of competent authorities. Goods exported from the warehouse are guaranteed to be sufficient in quantity and of good quality. The work of preserving goods has been raised to a new level, the Department has approached new preservation technology. Implementing the low-pressure preservation method for loosely stored rice and bagged stored rice; rice is sealed in Polyvinylchloride (PVC) plastic bags, supplemented with carbon dioxide (CO2) or nitrogen (N2); this preservation method brings high economic efficiency, prolongs the preservation time, reduces loss, the quality of rice and paddy when exported from the warehouse is good, and is favored by customers. Promoting the initiative of civil servants in preserving goods; many units have had good initiatives that bring high efficiency such as: Ensuring the safety of equipment, tools, and labor tools; quick and scientific method of creating work records; creating a monitoring book, managing quality to fully reflect the actual quality status of goods and warehouses; Solutions, initiatives, and economical practices in lining food storage warehouses. Effectively perform office work, apply the Quality Management System according to TCVN ISO 9001:2008 standards.

Due to the specific characteristics of the area where the unit is located, the weather is harsh and complicated, and storms and floods often occur every year, the Department's leadership always focuses on directing units to be proactive in flood and storm prevention and control work, develop prevention and control plans; prepare means, logistics, human resources, and materials; coordinate with local authorities, proactively provide support when storms and floods occur, and ensure the safety of goods and reserve materials assigned to the State for management.

In 2014, the work of purchasing and importing reserve goods encountered many difficulties due to the fluctuating prices of food products, increased transportation costs due to strict implementation of road load management, slow capital for purchasing rice from the General Department... affecting the progress of purchasing and importing food. The leaders of the Department synchronously deployed tasks and solutions, resolved relationships well, encouraged businesses, strengthened marketing forces, invited customers in remote areas to sell rice to speed up progress, excellently completing the targets and plans assigned by the General Department of State Reserves. Organized the purchase and import of 11,500 tons of 15% broken Southern rice, 10,500 tons of winter-spring rice and 2,000 tons of salt, completing 100% of the targets and plans; received and stored 100 light tents of 16.5m2, 5,000 round buoys, 8,000 life jackets.

Also in the past year, the Department of National Reserves in Nghe - Tinh region has well implemented the plan to exchange goods, export rescue materials and relief and support missions according to the decision of competent authorities. Exchanged food goods of 4,926.8 tons of rice imported in 2013 and 10,660 tons of paddy imported in 2012; provided relief and support goods, such as: Provided free of charge 9,411.8 tons of rice to the two provinces of Nghe An and Ha Tinh, of which 4,715 tons were provided to people for hunger relief during the Lunar New Year and the crop break in 2014 (Nghe An province 4,195 tons, Ha Tinh province 520 tons); The amount of support for students in areas with especially difficult socio-economic conditions according to Decision 36/2013/QD-TTg of the Prime Minister is 4,696.8 tons (Nghe An province 3,614.4 tons, Ha Tinh province 1,082.4 tons).
