Contribute to perfecting current land policies and laws

(Baonghean)The full text of the Draft Law on Land (amended) has been announced, including 14 Chapters and 206 Articles. The important new point in this Draft Law on Land (amended) is to more clearly recognize and more clearly define the difference between land ownership rights and land use rights; the rights and responsibilities of the State with the rights and obligations of land users for each type of land and affirm that land use rights are also a special type of property and goods but are not ownership rights.

The draft Land Law (amended) also stipulates that land users are allocated land or leased land by the State for stable, long-term or limited-term use; have certain rights as prescribed by law and are compensated when the State reclaims land, with distinction between land types and land origins, and are obliged to comply with land laws, register land use rights, use land for the right purposes, comply with planning and comply with the State's land reclamation decisions; affirm that land belongs to the entire people, with the State representing the owner and uniformly managing it; the State does not recognize the reclaiming of land that has been allocated by the State to others for use in the process of implementing land policies; There is no need to readjust agricultural land allocated to individual households and will continue to allocate and lease agricultural land to households and individuals for a limited period of time, but it can be extended to encourage farmers to be more attached to their fields and feel secure in investing in production. At the same time, the limit for receiving agricultural land use rights transfer is expanded in accordance with the specific conditions of each region, to create favorable conditions for the process of land accumulation and concentration, gradually forming large commodity production areas in agriculture; develop a healthy real estate market, including land use rights, ensuring the harmony of interests of the State, people and investors.

In my opinion, the regulation that land belongs to the entire people is consistent with the nature of land as national territory, a valuable asset and resource, a leading important component of the living environment, a place for population distribution, for building economic, cultural, social, security and defense bases, a result of the hard work and blood of many generations, consistent with the requirements of the cause of industrialization and modernization in the direction of socialism. If we change in the direction of diversifying land ownership, it will cause unpredictable political and social consequences, making it difficult to achieve the goal of economic and social development in the direction of socialism.

It is the right and obligation of all patriotic Vietnamese citizens to set an example in properly implementing the current land law, and at the same time actively propagandize and mobilize their families and relatives to properly implement the land law, actively participate in contributing ideas to the development of the Land Law (amended) to perfect land policies and laws, contribute to overcoming the current limitations and weaknesses, and better meet the requirements of allocating and using land for the right purpose, economically and effectively.
