Comments (3rd time) on the Draft Political Report to be submitted to the 18th Provincial Party Congress

(Baonghean.vn) - On the afternoon of August 11, comrade Ho Duc Phoc chaired the 35th meeting of the Provincial Party Committee, term XVII, to listen to a report on the situation of the grassroots congresses and discuss the 3rd Draft Political Report of the Provincial Party Committee, term XVII, to be presented to the 18th Congress of Delegates, term 2015 - 2020.

The Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee, and heads of departments and branches attended the conference.

Overview of the conference

Comrade Nguyen Huu Lam - Member of the Provincial Party Standing Committee, Head of the Provincial Party Organizing Committee informed about the situation of the grassroots congresses.

The conference heard the announcement on the situation of the grassroots congresses for the 2015-2020 term. Our province has 29 party committees directly under the Provincial Party Committee, including 27 grassroots party committees, including 21 district, city, and town party committees, and 6 block and sector party committees. The Standing Committee has selected 4 district party committees as model congresses at the grassroots level. Up to now, 26/27 units have successfully organized party committee congresses.

Delegates listened to the situation of the grassroots congress and focused on discussing the targets stated in the draft.

The conference focused on discussing the leadership and direction of the Party Committee during the congresses at the grassroots level; the preparation work, the results of the election of the Party Committee and the election of delegates to the Provincial Party Congress. The conference also assessed the comments on the draft documents of the 12th National Congress and the documents of the Provincial Party Congress at the grassroots level congresses.

Comrade Tran Cong Duong - Member of the Provincial Party Standing Committee, Chief of the Provincial Party Office introduced the general draft of the third Political Report of the 18th Provincial Party Congress.

Regarding the draft's comments, delegates attending the conference had many opinions: it is necessary to review budget targets, targets on GDP per capita, investment attraction, and some socio-cultural targets.

Comrade Nguyen Thi Thu Huong - Secretary of the Party Committee of the Provincial Agencies Bloc said that in the draft report, the part evaluating the results of the congress's targets should be somewhat limited.

Comrade Nguyen Bang Toan - Director of the Department of Labor, War Invalids and Social Affairs said that it is necessary to adjust some contents in the socio-cultural indicators.

Receiving the opinions discussed at the conference, comrade Ho Duc Phoc affirmed: The congress at the grassroots level ensured compliance with regulations and good quality; the preparation of documents for the congress was serious; the ideological and propaganda work before, during and after the congress was directed by the Party Committee; the personnel work and the election of the Congress Executive Committee were in the right direction, and basically ensured the correct requirements on standards, female ratio, young ratio, and innovation ratio. He highly appreciated the propaganda work before, during and after the congress at the grassroots level party committees. The party committees focused on doing a good job in personnel work, and most localities with transferred cadres achieved a high number of votes.

Regarding the third draft of the Political Report, he affirmed that the socio-economic development targets that the third draft of the report mentioned are completely realistic and consistent with the practical situation of the province. The important thing is to improve the leadership capacity of the Party Committee, innovate thinking, especially economic thinking, promote democracy, the strength of great national unity and effectively use all resources, comprehensively promote the innovation process, and build Nghe An into a fairly developed province in the Northern region.
