A lesson of warning and deterrence for officials

Professor Hoang Chi Bao - former member of the Central Theoretical Council said that having to discipline cadres is something no one wants, it is something that is inevitably painful, but it also gives us necessary lessons about the weakness of cadre organization work, from incorrect assessment of cadres leading to incorrect arrangements, then lax inspection and supervision leading to the situation where cadres, when they are involved, are still very young, but have committed mistakes and shortcomings to the point of having to be dealt with.

This December, Party committees, Party organizations, local leadership collectives, agencies and units will carry out the process of introducing personnel for the 13th Central Executive Committee. One of the important requirements that General Secretary and President Nguyen Phu Trong emphasized regarding strategic-level personnel planning is: it must be done carefully, closely, impartially, objectively, absolutely without bias, without vested interests. "Absolutely do not include in the planning those who show signs of political and ideological degradation, have distorted views, especially political opportunists".
The reality of implementing cadre discipline in recent times shows that "a number of cadres and party members have degraded their political ideology, morality, and lifestyle", and if not promptly detected and corrected, it will harm the Party's reputation and undermine the people's trust. Especially in the current context, when Party committees, Party organizations, agencies, and units are introducing personnel planning, the requirements for organizing and evaluating cadres, and preventing bad guys from having political opportunities to climb high and infiltrate deep into the apparatus, are more urgent than ever.
Mr. Le Quang Thuong - former Deputy Head of the Central Organizing Committee said that to do this, every step must be public, transparent, and attach responsibility to Party committees, Party organizations, local leaders and leaders in considering and introducing planned personnel.
Those who work in personnel organization must have enough capacity and vision to "see" correctly and accurately the cadres. They must be impartial and objective in evaluating cadres; collect and listen to all information about the introduced cadres to have a basis for making correct advisory decisions and reporting to the organization.
“It is necessary to grasp the standards for cadres to introduce the right and appropriate personnel into the planning. Promote democracy in agencies to review and evaluate cadres. At the same time, it is necessary to rely on information channels from people in the place of residence and workplace to have a basis for reviewing cadres” – the former Deputy Head of the Standing Committee of the Central Organization Committee said.
Consider the responsibility of individuals and organizations that recommend the wrong person.
According to Mr. Le Quang Thuong, in the process of implementing the personnel planning for the Central Executive Committee this time, it is necessary to bind the responsibility of the personnel recommender, so that they can determine their obligations and responsibilities before the Party and the State. It is necessary to clearly stipulate that any person or organization that, for personal or group interests, recommends the wrong person must be held responsible at any time, even after retirement. There must be strict punishment so that they do not dare to introduce political opportunists, like "eels and loach" into the apparatus.
Besides, it is necessary to seriously review the planning work, boldly remove unqualified cadres from the planning, but also promptly add new factors to the planning.

“In cases of wrong introductions and recommendations, when officials are corrupted and make mistakes, not only must those officials be disciplined, but the legal responsibility of the organizations, agencies and individuals who introduced and arranged such people must also be considered. Here, the responsibility regime must be promoted.
