However, in the response letter, the Hanoi Department of Home Affairs stated: “In recent years, Hanoi has always been a unit that has done a good job in recruitment… and other provinces and cities in the country have come to learn from its experience.”
Capital civil servants must have a formal degree
In response to the opinion of the City People's Council delegates on the quality and effectiveness of the work of a part of the capital's civil servants today, Director of the Department of Home Affairs Tran Huy Sang said that there are many reasons, including the "existence of history".
According to Mr. Sang, in recent years, the number of newly recruited civil servants is very small compared to the total number of civil servants working in the capital's agencies and departments. Mr. Sang admitted that through evaluation, it was shown that a number of civil servants have not met the job requirements. However, every year the city has professional and political training courses to improve the quality of civil servants.
“In addition, in addition to installing surveillance cameras to monitor the entire performance of duties of civil servants at the one-stop department, the Propaganda Department and the Department of Home Affairs will implement the collection of evaluation votes from people and businesses with departments, communes and wards to be able to clearly indicate which places and which officials do not complete their tasks,” said Mr. Sang.
The Director of the Department of Home Affairs “revealed” that the City People’s Committee has planned to organize training for source cadres. In 2013, a class with 500 students will be opened and in 2014, a class with the same number of students will be continued. The input of the above training classes are candidates who have graduated from regular, concentrated universities with good degrees or higher. After being recruited, the students will be trained in state management knowledge and situation handling skills for 18-24 months, then sent to communes and wards to work. “After 5 years, they will be a quality source to replace retired civil servants,” said the Director of the Department of Home Affairs.
