Hanoi Department of Transport has just agreed to temporarily stop collecting road fees from motorbikes from January 1, 2016 due to low efficiency.

Hanoi started collecting road usage fees from motorbikes from January 1, 2013. In 2013, the City Road Maintenance Fund collected 55 billion VND, in 2014 it reached 36 billion VND, and in the first 6 months of this year it reached 3.6 billion VND.

According to the Hanoi Department of Transport, the collection of road use fees for motorbikes is low due to a number of reasons such as: Listing the number of motorbikes actually in operation is difficult, fluctuating compared to registration; the collection work of some districts, towns and cities is not really active, there is no radical solution to overcome the situation of low collection rate; there are no specific sanctions for cases of deliberate delay in paying fees...

Although the act of not paying road use fees as prescribed will be subject to administrative penalties with a fine of 1-3 times the amount of fees payable, there are no specific regulations on inspection forces, penalties, management of fines and related issues.

Faced with the above situation, the Hanoi Department of Transport has proposed, in agreement with the policy of the Central Road Maintenance Fund and the Ministry of Transport, to temporarily stop collecting road usage fees per vehicle for motorbikes from January 1, 2016 so that agencies can have a more reasonable and convenient collection plan.
