(Baonghean) -With 11/21 communes and towns in extremely difficult areas under Program 135 and current infrastructure conditions, Quy Hop's choice to develop infrastructure, especially rural transportation, is correct, because this is also the area where the district is weakest and most lacking.

Immediately after starting the implementation, Quy Hop conducted a survey and assessed the current situation in comparison with the NTM criteria, thereby realizing that out of 20 communes, only 4 communes met 5-8 criteria, the remaining 16 communes only met 5 criteria or less. Along with selecting 4 communes out of 20 communes, Tam Hop, Dong Hop, Chau Quang and Nghia Xuan, which have some favorable conditions as pilot points, the district directed the communes to complete the planning and develop projects in 2011; at the same time, focusing on infrastructure as an important breakthrough.

After 2 years, the number of communes meeting 5-8 criteria has increased from 4 to 7 communes, of which the most typical are 4 communes selected as pilot communes; and 13 communes below 5 criteria. Regarding infrastructure, the whole district has invested nearly 54 billion VND to renovate, upgrade and build nearly 18 km of roads, including 15 km of type A roads and 3 km of type B roads. Construction and upgrading of a number of public works and services for people, such as a centralized clean water project in Lien Hop, a garbage collection site in Tho Hop; health stations, schools in communes in the inner areas...

To implement the above projects and items, in addition to the investment capital of 5.3 billion VND, Quy Hop district also mobilized the support of businesses and people. In 2 years, businesses contributed 680 million VND out of the total registered capital of more than 2 billion VND.

Among the projects and items of the new rural area in Quy Hop, rural transport is still the field with many strong impressions. Notably, through launching and propaganda, people see the meaning of building new rural roads "people do, people benefit" so the resources attract a lot of people.

In Tam Hop commune, one of the pilot communes, Ms. Hoang Thi Thanh Ha - Vice Chairman of the Commune People's Committee, said: Initially, the people were very cautious, so the commune steering committee had to mobilize cadres and party members to set an example first, from contributing money and labor to voluntarily donating land and cutting trees. After their ideas were cleared, the people themselves were the most enthusiastic supporters, in addition to donating land and voluntarily dismantling the surrounding wall, some families also cut down hundreds of 3-4 year old acacia trees for the hamlet to build roads. To gradually complete the new NTM criteria, in 2 years, Tam Hop people contributed over 6.6 billion VND, with 13,225 people, an average of nearly 5 million VND per person, which is not small.

A leader of the commune People's Committee shared: The time to implement the NTM program was not favorable, because local businesses had difficulty doing business (the commune had nearly 20 businesses). But in 2011 and 2012, they were almost inactive, so they could not mobilize much. Meanwhile, the support capital from the NTM program was too little, so the support of the people was not yet fully utilized. Also because the support was small, instead of doing it for 19 hamlets, the commune only chose 10 hamlets to do it. On the district side, they initially promised to build 10 km of concrete road/commune, but later only 5 km. Because the support from above was small, when campaigning, grassroots cadres had difficulty talking to the people.

From now until 2015, Quy Hop strives for 4/20 communes to meet 19/19 NTM criteria and in 2020 strives to build 12 more communes to meet the standards, accounting for 75% of the communes; the remaining communes have 10-15 criteria. To achieve the above goal, along with the request for the province to support funding earlier, especially for production development models and field improvement, the People's Committee of Quy Hop district also recommends that the province provide more cement to other communes (in addition to the pilot communes) to build rural traffic. In addition, the province needs to continue to pay attention to and increase funding for communes implementing the new NTM program in general, have a specific credit mechanism for NTM construction and development of rural industries and services...
