Regarding the regime of early salary increase due to excellent performance in performing tasks, the Circular clearly states that cadres, civil servants, public employees and workers must meet two criteria to receive regular salary increase; at the same time, they must have excellent performance in performing tasks that have been recognized in writing by competent authorities. If they have not yet been ranked at the final salary level in the grade or in the position and as of December 31 of the year of considering early salary increase, there is still a gap of 12 months or less to be eligible for regular salary increase, they will be considered for an early salary increase of a maximum of 12 months compared to the prescribed time.

The rate of cadres, civil servants, public employees and workers whose salary is increased ahead of schedule due to outstanding achievements in performing tasks within 1 year shall not exceed 10% of the total number of cadres, civil servants, public employees and workers on the salary list of the agency or unit.

Early salary increase when retirement is announced

Cadres, civil servants, public employees and workers who have been notified of retirement, if during the time of holding the rank, they meet 2 criteria for regular salary increase, have not been assigned the final salary grade in the grade or in the title and from the date of retirement notification to the date of retirement, there is still 12 months or less needed to be increased the regular salary grade according to regulations, they will be increased one salary grade 12 months ahead of the prescribed time.

The two criteria for regular salary increases for cadres and civil servants are: being assessed by competent authorities as having completed tasks but still having limited capacity or higher; not having violated discipline in one of the forms of reprimand, warning, demotion, or dismissal.

For civil servants and employees, two criteria must be met: being evaluated by competent authorities as having completed their tasks or higher; not having violated any of the following disciplinary measures: reprimand, warning, or dismissal.
