The Central Inspection Committee has decided to issue a disciplinary warning and propose to remove Mr. Truong Tan Thieu from his position as Chairman of Binh Phuoc Province; and proposed to maintain a disciplinary warning for Mr. Lu Ngoc Cu, Chairman of Dak Lak Province. The Secretary of Hai Duong Province must seriously self-criticize.
On November 12-19, the 11th Central Inspection Committee held its 16th meeting in Hanoi and reviewed, agreed on conclusions, and resolved the following content: Reviewing reports and discussing inspection results when there are signs of violations against the following party organizations and party members:
Regarding the Party Committee of the Provincial People's Committee and Mr. Truong Tan Thieu, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Binh Phuoc Province: The Party Committee of the Provincial People's Committee of Binh Phuoc Province lacked inspection and supervision in its leadership, allowing a number of members of the Committee, who are the Chairman and Vice Chairman of the Provincial People's Committee, to violate the principle of democratic centralism and the Working Regulations of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee; to violate the provisions of law in land allocation for a number of projects, to change investors, investment methods, and a number of other violations that caused serious consequences, resulting in a loss of billions of dong from the budget, causing public discontent among cadres, party members and the masses.
Mr. Truong Tan Thieu, in his position as Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee, during the process of leadership, management and operation, repeatedly violated the principle of democratic centralism, violated the Working Regulations of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Regulations of the Party Committee and the Regulations of the Provincial People's Committee; lacked responsibility in inspection and supervision during the process of leadership and management; signed a number of decisions with contents contrary to the provisions of law, including a number of cases that caused budget losses, causing serious consequences, and must be transferred to law enforcement agencies for consideration and handling according to the provisions of law.
During the review process, Mr. Truong Tan Thieu recognized his own shortcomings and mistakes. The Central Inspection Committee voted to propose disciplinary action against the Party Executive Committee of Binh Phuoc Provincial People's Committee in the form of a reprimand; decided to discipline Mr. Truong Tan Thieu in the form of a warning, and at the same time proposed that competent authorities impose disciplinary action against the government and dismiss him from the position of Chairman of Binh Phuoc Provincial People's Committee.

Regarding Mr. Bui Thanh Quyen, member of the Party Central Committee, Secretary of Hai Duong Provincial Party Committee, the Inspection Team verified 4,152 square meters of land and a number of construction works on land in the project area of Dong Tan village, Ninh Thanh commune, Ninh Giang district, Hai Duong province, clarifying that this is land and construction works purchased and used by Mr. Bui Thanh Tung (son of Mr. Bui Thanh Quyen).
At the time of inspection, Mr. Tung had invested more than 4 billion VND to receive the transfer and construct the works. The authorities determined that the types of rocks, plants, ornamental plants, and rockeries in the premises were not precious or semi-precious; there were no trees on the list of endangered, precious, and rare forest trees according to the Government's regulations. The Ninh Giang District People's Committee issued a Land Use Rights Certificate to Mr. Tung. The transfer and receipt of land use rights were carried out in accordance with the provisions of the law on land. However, the conversion of 500 m2 of aquaculture land to residential land without the approval of the competent authority for planning and land use plan was not in accordance with the regulations; the use of 550 m2 for a lake and rockeries was not entirely in accordance with the intended use.
Through review, there is no basis to conclude that Mr. Bui Thanh Quyen intervened or gave instructions to relevant organizations and individuals in handling procedures for receiving transfer and converting land use purposes for Mr. Bui Thanh Tung; there is no basis to conclude that Mr. Bui Thanh Quyen violated Article 11 of the Central Executive Committee's Regulations on things that Party members are not allowed to do.
However, Mr. Bui Thanh Quyen needs to learn from experience and seriously self-criticize for not regularly advising and educating his son to voluntarily and exemplary fully comply with the provisions of the Land Law; not being decisive in letting his son buy and use land in Ninh Thanh, Ninh Giang, including some steps that do not fully comply with regulations and procedures, causing negative public opinion, affecting his personal reputation and the Party Committee.
The Central Inspection Committee requested the Standing Committee of the Hai Duong Provincial Party Committee to lead and direct a serious review of organizations and individuals who did not fully comply with a number of steps according to the provisions of the Land Law when handling the transfer, acceptance of transfer, change of land use purpose, and granting of land use right certificates to Mr. Bui Thanh Tung; the Provincial People's Committee needs to promptly rectify the management and use of land throughout the province according to the provisions of law.
Regarding the Party Executive Committee of Vietnam Social Security and a number of leaders of Vietnam Social Security, after listening to the report on the inspection results, the Central Inspection Committee found that the Party Executive Committee of Vietnam Social Security and a number of leaders of Vietnam Social Security had shortcomings and violations to the extent that responsibility had to be considered and agreed to assign the Inspection Team to carry out the process of reviewing and disciplining the Party Executive Committee and a number of leaders and former leaders of Vietnam Social Security from time to time; continue to review and inspect signs of violations against a number of related party organizations, and report to the Committee for consideration at the next session.
Regarding the collective Standing Committee of the Party Committee and the individual Standing Committee member, the General Director of Vietnam National Shipping Lines has shortcomings and violations to the extent that responsibility must be handled and agreed to assign the Inspection Team to carry out the process of reviewing and disciplining the collective Standing Committee of the Party Committee and the individual Standing Committee member, the General Director of Vietnam National Shipping Lines, and report to the Committee for consideration at the next meeting.
Reviewing the results of the investigation and verification of the complaint settlement against 3 officials, the Central Inspection Committee discussed and unanimously concluded: Regarding a member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Khanh Hoa province. Through inspection and review, the Inspection Committee concluded that the complaint contents were incorrect and unfounded.
Regarding an official under the management of the Secretariat of the Ministry of Agriculture and Rural Development, the Inspection Team clarified 5 accusations, of which 4 were well-founded. The Central Inspection Committee unanimously assigned the Inspection Team to carry out the process of reviewing and handling disciplinary action against this case to report to the Committee for consideration at the next session.
The Central Inspection Committee discussed and agreed with the report on the inspection results of the Politburo's Complaint Settlement Team against the Party Committee of the Dak Lak Provincial People's Committee; the Complaint Settlement Teams of the Secretariat against Mr. Lu Ngoc Cu, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Dak Lak Provincial People's Committee and Mr. Nguyen Van The, Ward 5, Hiep Binh Phuoc Ward, Thu Duc District, Ho Chi Minh City and voted unanimously to propose the Politburo and the Secretariat to maintain the disciplinary measures of reprimand against the Party Committee of the Dak Lak Provincial People's Committee, warning against Mr. Lu Ngoc Cu, and expulsion from the Party against Mr. Nguyen Van The.
For Ms. Nong Thi Niem, member of the Party Executive Committee of Trung Khanh district, Cao Bang province, the Committee voted to approve the disciplinary measure decided by the Standing Committee of the Cao Bang Provincial Party Committee.
The Committee has considered the decision to discipline Mr. Cao Hong Van, Provincial Party Committee member, District Party Committee Secretary, Chairman of the People's Council of Khanh Son district, Khanh Hoa province, by reprimanding him for his lack of inspection and supervision, leading to lax management by local authorities and relevant sectors; failing to promptly direct and coordinate forces to prevent deforestation, illegal exploitation, transportation, trading and transportation of forest products; allowing a number of officials and children of key leaders in the district to violate the law on forest management and protection, violating Party regulations, causing public outrage among officials, Party members and the masses, affecting the prestige of the Party Committee.
The Committee heard reports and discussed the results of the inspection of the implementation of inspection, supervision and disciplinary tasks within the Party for the Standing Committees and Inspection Committees of the provinces: Lang Son, Ninh Binh, Ha Nam, Quang Binh, Ho Chi Minh City Party Committee and the Party Committee of the Central Agencies Bloc; the results of the Party financial inspection for the Standing Committees and Provincial Party Committees of Quang Ngai and Ba Ria - Vung Tau.
The Committee discussed and unanimously concluded: The Standing Committees of the inspected provincial and municipal Party Committees have well led, directed and organized the study and implementation of the Central's directives, decisions, regulations, rules and guidelines on inspection, supervision and disciplinary enforcement in the Party. The awareness of Party committees, leaders, Party members and Party organizations on inspection and supervision work has been raised; the Inspection Committee has done a good job of advising the Party committees, at the same time, deploying and comprehensively implementing inspection and supervision tasks according to the Party Charter.
However, there are still some shortcomings and deficiencies that need to be overcome, such as the leadership and direction of inspection and supervision work for the provincial Party Committee's advisory bodies, Party Executive Committees and Party Delegations are still limited; inspection of lower-level Party organizations and Party members when there are signs of violations, and the implementation of financial inspection tasks at the same-level Party Committees are still limited; the quality of some inspections and supervisions is not high; the direction and urging of implementation of post-inspection conclusions and post-supervision results are not regular and timely...
The Central Inspection Commission requested the Standing Committees and Inspection Committees of the above-mentioned provincial and municipal Party Committees to promptly take measures and solutions to overcome the above limitations and shortcomings, continue to improve the quality and effectiveness of inspection, supervision and disciplinary work in the Party Committees, contributing to building an increasingly clean and strong Party.
Also in this session, the Committee considered and decided on the proposal of the Inspection Program of the Politburo and Secretariat in 2013; the amendment and supplement of Regulation 94/QD-TW of the Politburo on disciplinary action against violating Party members; the development of a draft Procedure for amending and supplementing the inspection and supervision procedures of the Central Inspection Committee; and the registration of the implementation of projects submitted to the Central Executive Committee, Politburo and Secretariat in 2013.
