Nghe An and Hua Phan provinces held a conference to unify the list of documents for cross-border travel at the Thong Thu - Nam Tay border gate pair.

Nghe An - Hua Phan are two close neighboring provinces, which have established a long-standing cooperative relationship. Over the past time, the special solidarity and comprehensive cooperation between the two provinces has been increasingly strengthened, promoted and developed steadily.

Since 2012, the two provinces have coordinated to complete the procedures and received a decision from the superior to upgrade the border opening to the Thong Thu - Nam Tay secondary border gate. Nghe An province has supported 10,725 billion VND to build a road connecting from Provincial Road 3206, Sam Tay district (Hua Phan province) to Thong Thu border gate, Que Phong district (Nghe An province).

At the cooperation memorandum for the 2023-2025 period between the two provinces signed on April 4, 2023 in Sam Neua town, Hua Phan province agreed to allow road vehicles of the two provinces of Nghe An - Hua Phan to transport people, goods, exchange and trade goods through the Thong Thu - Nam Tay secondary border gate pair.

To implement the above content, at the conference, the interdisciplinary delegation of Nghe An - Hua Phan provinces agreed on the list of valuable documents when people, vehicles and goods pass through the Thong Thu - Nam Tay sub-border gate pair.

This will be the basis for the two sides to agree to assign the Nghe An Department of Transport and the Hua Phan Provincial Department of Transport and Public Works to advise the authorities of the two provinces to issue a Decision allowing road motor vehicles of the two provinces to transport people and goods through the Thong Thu - Nam Tay secondary border gate pair.

At the same time, it is the basis for proposing that the two governments agree to upgrade this border gate to a main border gate. Thereby, strengthening the cooperative relationship between the two provinces of Nghe An - Hua Phan, especially in the management and development of the border gate, contributing to building a peaceful, friendly, cooperative and developed border.

Speaking at the conference, Comrade Phut-Phan-Keo-Vong-Say - Member of the Provincial Party Committee, Deputy Governor of Hua Phan province expressed: In the past time, the two provinces have coordinated well in border management and protection.

The opening of the Thong Thu - Nam Tay sub-border gate pair will create conditions for localities and people on both sides of the border to meet, exchange, trade goods, conduct commercial transactions, and develop tourism. Therefore, Hua Phan province has prepared infrastructure; arranged and allocated human resources and means to serve activities at the border gate.

He also hoped that the two sides would work together to resolve difficulties and obstacles in the implementation process. Thereby, it would contribute to further tightening the solidarity, friendship and special cooperation between Nghe An and Hua Phan provinces, promoting socio-economic development, including tourism of the two provinces to new heights; maintaining security and defense in the border area.

Expected list of valid documents when people, vehicles and goods pass through Thong Thu - Nam Tay secondary border gate:
1. Road motor vehicles when traveling through the Thong Thu - Nam Tay side gate must have valid documents including:
-Vehicle registration certificate;

- Certificate of technical safety and environmental protection inspection;

- Compulsory third party liability insurance;

-Declaration of temporary import - re-export or temporary export - re-import of road transport vehicles;

-Intermodal license;
-For passenger transport vehicles under contract, in addition to the above documents, there must be a transport contract and a passenger list.
- For freight vehicleschemicalIn addition to the above documents, additional documents must be provided such as bill of lading; customs declaration for goods; animal and plant quarantine certificate.

2. Citizens residing permanently in Nghe An province (Vietnam) and Hua Phan (Laos) when exiting or entering the country must have the following documents:
- Border pass; National or international driving license appropriate to the type of vehicle you are driving.
