The Government approved the pre-feasibility study report of the expressway project from Hung Nguyen commune (Nghe An) to the Lao border.
That is the Vinh - Thanh Thuy Expressway Project, about 60km long, starting at Hung Tay intersection (Hung Nguyen commune), ending at Thanh Thuy Border Gate Economic Zone (Kim Bang commune), Nghe An province.

The Government Office issued Official Dispatch No. 11095/VPCP-CN, dated November 12, 2025, conveying the opinions of Deputy Prime Minister Tran Hong Ha on the pre-feasibility study report of the Vinh - Thanh Thuy Expressway Project to the Minister of Construction, the Minister of Finance and the Chairman of the People's Committee of Nghe An province.
Accordingly, considering the appraisal results report and recommendations of the State Appraisal Council and based on the opinions of Government members, Deputy Prime Minister Tran Hong Ha agreed to the Pre-Feasibility Study Report of the Vinh - Thanh Thuy Expressway Construction Investment Project at the request of the People's Committee of Nghe An province. The People's Committee of Nghe An province is fully responsible for the project's Pre-Feasibility Study Report.
The Deputy Prime Minister assigned the Minister of Construction to, on behalf of the Prime Minister, sign the Government's Submission to the National Assembly for consideration and decision on the investment policy of the Project.

The Vinh - Thanh Thuy Expressway Project has its starting point at Km0+000, intersecting with the North - South Expressway in the East, Dien Chau - Bai Vot section, at Hung Tay intersection (Hung Nguyen commune, Nghe An province); the end point connects to Thanh Thuy Border Gate Economic Zone, the area between Thanh Thuy Border Gate (Kim Bang commune, Nghe An province) and Nam On (Bolykhamxay province, Laos).
In Decision 1201/QD-TTg dated October 14, 2023 of the Prime Minister on approving the planning of border gates on the Vietnam - Laos land border for the period 2021-2030, with a vision to 2050, the Thanh Thuy - Nam On border gate pair is identified as the main border gate pair, located on the Hanoi - Vientiane expressway, to be upgraded to an international border gate in the period 2023-2030.
The Vinh - Thanh Thuy Expressway is about 60 km long, with a preliminary total investment of about 23,950 billion VND, passing through 9 communes: Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam and Kim Bang. When completed, this expressway will be an important section of the Hanoi - Vientiane expressway.
It is expected that the National Assembly will consider and approve the investment policy in December 2025; approve the Feasibility Study Report in May 2026; approve the technical design documents in August 2026; and start construction from September 2026. Site clearance will be implemented after the investment policy is approved (December 2025) and is expected to be completed in the third quarter of 2027.
