Remember on June 20, 2011, a serious fire broke out at the eastern and southern sub-compartments of Vinh market, burning down 122 kiosks, causing more than 10 billion VND in damage. This incident showed how great the damage would be if a fire broke out, and also provided a valuable lesson for fire prevention work at markets, business and trading locations - places where fire prevention work is very lax.
Check fire prevention work at Vinh market.
Present at Vinh market - the province's largest wholesale market - Mr. Tran Xuan Ha, Head of Vinh market management board said: Since the market fire in the middle of the year, fire prevention work has been strictly implemented. The market management board has disseminated to all traders to strictly follow fire prevention regulations with the spirit of prevention as the main focus, all for the safety of the whole market and of themselves.
Each business household is encouraged to prepare a bucket or can of water from 20-30 liters. If equipped with a fire extinguisher, it must be placed in a visible, easy-to-reach place and checked regularly so that it can be used when necessary. Especially during this Tet holiday, when the weather is dry, there are many goods gathered, many flammable items, high risk of fire, the Management Board has organized fire prevention inspection teams to patrol 24/24 hours, actively reminding businesses to strictly follow fire prevention regulations.
At the same time, near Tet, the number of people coming to shop also increased faster than usual, the Management Board assigned teams to actively patrol and control to ensure that no businesses use flammable equipment, neglect fire prevention and especially do not let people come to shop, visit and smoke in the market...
Assessing fire prevention and fighting work during Tet, Lieutenant Colonel Nguyen Dang Diep, Head of the Fire Prevention and Fighting Police Department's Inspection Team, said: Tet is a time when the risk of fire is high due to dry weather, low humidity, dry and flammable materials. Production and business establishments, markets and shopping centers often have more goods and raw materials than other months of the year, including many flammable substances. In families, the demand for buying goods and supplies for Tet, the level of use of electrical equipment also increases dramatically, leading to overload, which is unsafe and can cause short circuits and fires.... Therefore, fire prevention and fighting work during Tet is identified as a key task for the fire prevention and fighting police force.
With the aim of proactively grasping the situation, promptly detecting and handling violations and shortcomings in fire prevention and fighting that could cause fire and explosion; especially preventing fire and explosion at key political, economic and cultural facilities. Starting from mid-December 2011, the fire prevention and fighting force has proactively developed a plan to ensure fire safety during the Lunar New Year and the dry season of 2012.
Accordingly, along with ensuring 24/7 on-duty forces and ready means, we have simultaneously launched fire safety inspections for agencies, businesses, commercial centers, markets, high-rise buildings, concentrated residential areas, crowded entertainment areas, warehouses, petrol and gas stores, and establishments producing and trading flammable and explosive materials...
Actively stay close to the base and locality, directly propagate and mobilize the masses to properly implement fire safety regulations and rules, sign commitments to ensure fire safety. Guide organizations and individuals to arrange goods and materials to ensure safety, if a fire occurs, it will not spread into a large fire, strictly follow the process of safe electricity use; consolidate escape plans, means and tools to support fire safety, communication equipment, fire alarm and fire handling procedures...
However, it must also be recognized that for many years now, the infrastructure in concentrated residential areas (collective houses, high-rise apartment buildings, etc.) has not been invested in and built synchronously, the use of electricity is still arbitrary; on the other hand, the traffic system is narrow, the water source for fire fighting is lacking, the design and construction of public fire fighting water supply systems have many shortcomings, causing difficulties in the prevention and rescue work when fires and explosions occur. In some places, the activities of grassroots fire prevention and fighting teams and civil defense are still formal, the means for fire prevention and fighting are outdated and have not been invested properly...
Along with that, the risk of fire will increase during Tet if the burning of firecrackers, fireworks, rockets, and sky lanterns is not prevented. Overloading the power grid during Tet is also a "permanent" cause of fire... Meanwhile, the means and fire police force in general are still thin, so to achieve the goal of not having a big fire, there needs to be active participation from all levels, sectors, and people...
In particular, it is extremely necessary to strengthen and maintain the high level of operation of grassroots fire prevention and fighting teams and civil defense teams to minimize the risk of fires and explosions, and to prevent and extinguish fires as soon as they arise.
