Dozens of poor workers are at risk of being tricked into working abroad.

According to the petition, the accusers said that they were poor workers in the communes of Quynh Tho, Quynh Ngoc, Son Hai, An Hoa (Quynh Luu); Dien Hung (Dien Chau) who were deceived by Ms. Tran Thi Duc, residing at 58, Tran Quang Dieu Street, Truong Thi Ward, Vinh City, to go to Taiwan to work under the policy of supporting the poor in order to get money. The total number of people deceived by Ms. Duc was up to 33. The most deceived person lost 19 million VND, the least 10 million VND and the total amount was up to 500 million VND.
The petition also stated that they had gathered at Ms. Duc’s residence many times to demand their money back, but Ms. Duc was evasive and refused to pay. Not only that, the workers were also challenged, even cursed and threatened by Ms. Duc.
Following the list of 33 people named in the petition, we went to Dien Hung and Son Hai communes to verify the incident. At the homes of Mr. and Mrs. Ho Thi Hong (born in 1969) hamlet 11, Son Hai commune; Pham Van Nga (born in 1966) hamlet 11, Son Hai commune; Ho Anh Hung (1972) hamlet 12, Son Hai commune; Tran Thi Tho (born in 1968) hamlet 1, Dien Hung commune... are relatives of the people named in the petition. All confirmed that the content of the petition was true. They also said that they had sent the petition not only to the press agencies but also to the Quynh Luu District Police, Vinh City and the Provincial Police in the hope that these agencies would expose the faces of the scammers and help them recover their money.
Mr. Pham Van Nga and his daughter Pham Thi Huong reported the incident to reporters.
Learning about the brokerage method, the above-named men and women said that the labor export scammers had lured them into thinking that there was a group that would send people to Taiwan after only 2 months of completing the procedures. The fast travel time was because many Taiwanese companies that produce candy, phone cases, plastic lunch boxes, etc. urgently needed workers. To work in Taiwan, each worker receives 17 million VND per month (Vietnamese currency), not including overtime, Saturdays and Sundays. The total cost is 120 million VND. Initially, 20 million VND is paid. In Taiwan, 3 million VND will be deducted each month... For poor households, the initial payment will be "reduced" to 10 - 14 million VND. Due to difficult family circumstances, before the unique opportunity to "change their lives", the workers struggled to borrow at high interest rates, mortgaged land, houses, sold buffaloes, rice, etc. to get money to send their children to work abroad.

Indeed, the families of the people we met were all in very difficult circumstances. Mr. Pham Van Nga’s family is a poor household in Son Hai commune. Pham Thi Huong - Mr. Nga’s daughter - before completing the procedures to work abroad, was working as a “maid” in Hanoi. Because she quit waiting to go abroad to work, now Huong has also lost her job in Hanoi. Similar is the case of Mrs. Tran Thi Tho’s family, because of the hope of working in Taiwan, Nguyen Ba Thang (Ms. Tho’s son) quit his job at a company in Hanoi. Now “lost money, got sick”, Thang was fired by the agency…
According to Vinh City Police, the total number of people who filed complaints about being scammed in labor export is over 70, all of whom are residents of Quynh Luu, Dien Chau and Nghi Loc districts. The city police have worked with 4 people named in the petition and summoned Ms. Tran Thi Duc to verify the incident. After 2 summons (on December 25, 2012 and January 18, 2013), Ms. Tran Thi Duc (aka Tran Thi Thanh Can) came to Vinh City Police to work. Here, Ms. Duc reported the contents related to "running" labor export. Accordingly, Ms. Duc accepted to be a broker, looking for labor export workers for Ms. Hoang Thi Anh Dao, residing at house 68, lane 15, Doi Quyen street, Cua Nam ward. After selecting the workers, Mrs. Duc will take them to Hanoi for health check-ups, file... so that the International Human Resources Company (My Dinh, Hanoi) can send them to work at a confectionery manufacturing company in Taiwan. The overseas workers will be charged a fee, only the application fee and health check-up fee, because this is a poverty reduction program. Mrs. Duc has sent her son-in-law Nguyen Chieu Duong to Son Hai to inform friends and relatives (Duong is from Son Hai commune, Quynh Luu) to find people to go overseas to work...
In the report dated January 22, 2013, kept by the Vinh City police, Mrs. Duc affirmed that she knew nothing about the money collection, because it was all done by her son-in-law. Mrs. Duc was only transferred 1.3 million VND/person to go to work abroad to then be sent to Hanoi to do health check procedures, get vaccinated against epidemics... At the same time, Mrs. Duc said that there was a problem between the International Human Resources Company and the Company in Taiwan, so the time to send people to work abroad was delayed, but there was no fraud...
Comparing the complaint, Ms. Duc's report and some collected documents, according to the Vinh City Police investigation officer, it is not yet possible to confirm that there is a labor export fraud, but there is something unclear in the collection of money from those who go to work abroad. In the coming time, the City Police will work with Nguyen Chieu Duong (who is being rehabilitated at the Community Education Center) to clarify the money collection, and will continue to speed up the investigation to clarify the matter.
