The police at the provincial and municipal levels are responsible for providing armed protection for special cargo shipments requested by special cargo management agencies in the provinces and municipalities directly under the central government.

Agencies, organizations and individuals coordinating the protection of special cargo transportation include:other professional forces of the people's police;militia in areas along the transport route;agency directly managing and preserving special goods;vehicle operators and staff serving on the means of transport.

Special cargo transport

According to the draft, each special cargo transport by road must have two escort vehicles, one leading and one at the end of the vehicle or convoy transporting special cargo.

In case of transporting special goods on a specialized vehicle within a city or town or carrying out multiple convoys of special goods at the same time, if requested by the agency directly managing special goods, the head of the people's police unit is responsible for armed protection of the transport based on the actual situation, discussing and agreeing with the head of the requesting agency on the arrangement of the number of escort vehicles for each convoy of special goods.

Means of transporting special goods by railway must be equipped with necessary tools and materials to reinforce and protect special goods containers to ensure stability, firmness and safety during transport.

Number of guards

According to the draft,The protection of special goods must ensure that at least two police officers and soldiers are regularly on duty on each cargo vehicle, escort vehicle, railway wagon or on each means of transport by inland waterway or air.

Multi-day railway trips must be staffed with security guards in shifts and must ensure the time according to labor law regulations.

During the transportation process, police officers and soldiers protecting special goods shall apply appropriate professional measures to protect special goods. The use of weapons, support tools, means and technical equipment to protect the transportation of special goods must comply with the provisions of law on the management and use of weapons, support tools and technical equipment.

The draft, if approved, would take effect in 2018.
