The Ministry of Information and Communications said it has handed over personal information of customers using prepaid mobile services of network operators to the police for verification. Basic information to determine whether prepaid subscribers have declared correct information or not includes full name, ID card, date of birth.

According to the figures released by the Ministry, about 4.1 million subscribers in the Hanoi area have been transferred to the police agency to verify their ID card data, of which Viettel has 1.57 million, MobiFone has 1.25 million, and the rest is VinaPhone with about 1.28 million subscribers. The remaining mobile networks including S-Fone, EVN Telecom, Vietnamobile and Beeline are also continuing to review and synthesize to send personal information of customers to the Ministry.

The Ministry of Information and Communications has been implementing strict management of prepaid subscribers’ personal information registration for the past three years. Up to now, almost no network operator has allowed prepaid subscribers to be “out of control”. However, it is difficult to control the level of information that customers declare honestly and accurately.

In order to carry out the reconciliation of prepaid subscriber data, the Ministry of Information and Communications has coordinated with the Ministry of Public Security to implement it over the past time. However, according to the Ministry's leaders, when we have an electronic ID system, it will be an effective tool to help the Ministry's prepaid subscriber management achieve the highest efficiency.

With the current number of mobile subscribers reaching over 100 million, of which 90% are prepaid subscribers, it is difficult for the network operators themselves and state management agencies to verify the authenticity of all prepaid subscribers who have registered information, apart from the "too exposed" information that is clearly dishonest.

The recent large-scale inspection of prepaid subscriber information management conducted by local Departments of Information and Communications in 2010 showed that there are still many shortcomings in subscriber management. The data that businesses obtain from their prepaid subscribers is so unreasonable that it seems impossible to be wrong.

For example, according to information from Gtel Mobile, the network has up to 18,373 elderly people over 100 years old registering personal information for prepaid mobile services (subscribers with a date of birth before). EVN Teelecom has up to 3,112 subscribers under 14 years old still accepted on the system, subscribers under 14 years old account for 0.25% of the total 1,224,000 prepaid mobile subscribers of the network. Up to 207,546 EVN Telecom subscribers registered to own more than 4 subscribers...

The leader of the Ministry of Information and Communications also said that after the inspection period, the Ministry will summarize and notify mobile businesses about the number of customers who declared incorrect information. Network operators are responsible for asking subscribers to re-register by sending messages, calling directly, etc.

At some point, if there are cases of intentionally declaring false information and not changing it within the prescribed time limit, the Ministry will resolutely request businesses to cut off contact or delete the numbers from the system of subscribers who intentionally do not comply.
