The North Canal is the main drainage axis of Vinh City. During the exploitation process, due to the influence of time, weather as well as the awareness of some people, the North Canal is being degraded, silted, affecting the drainage of water during the flood season, causing negative impacts on the environment and urban landscape. On June 19, 2013, the North Canal will be newly constructed to create a new look for the city, at the same time improving environmental sanitation, urban landscape and important functions of this canal.

The Vinh Urban Development Sub-project under the project to develop medium-sized cities in Vietnam was started in April 2009, and by April 2010 the project had been approved by the Prime Minister for implementation. Under the direction of the Project Steering Committee and the City People's Committee, the Vinh Urban Development Sub-project Management Board has completed the feasibility study, basic design and other supporting reports; the project was approved by the Provincial People's Committee in October 2011. After the project was approved, the Credit Agreement between the Government of Vietnam and the World Bank was signed in January 2012.

The Vinh Urban Development Sub-project aims to enhance the city's infrastructure services through investment in basic infrastructure, improvement of environmental sanitation and roads, investment in upgrading and contributing to improving environmental conditions in canals, lakes, and school sanitation areas to improve people's living conditions, contribute to completing infrastructure, meeting the city's general development requirements, reducing traffic congestion by building new inner-city roads, thereby promoting the economy and shortening the distance between inner and outer cities. In addition, the project will provide technical support and enhance the capacity of units managing and operating the technical infrastructure system, urban planning, management and finance of the city, to ensure effective implementation and management of project items as well as sustainable development of the city; The Vinh Urban Development Sub-project consists of 4 components.

Component 1 implements service improvement and basic infrastructure upgrade. Specifically: construction of technical infrastructure for the Quan Bau Ward Resettlement Area and the Hamlet 5 Resettlement Area, Nghi Phu with a total area of ​​over 237,000 m2, and improvement of school sanitation at 32 schools in the city.

Component 2 improves environmental sanitation through upgrading and renovating the North Canal, building a regulating lake at the end of the North Canal, upgrading and renovating the moat around Vinh Citadel; upgrading and renovating Cua Nam Lake, upgrading and renovating drainage ditch No. 3 and Dong Vinh ditch; increasing the capacity of the main wastewater pumping station from 12,000 m3/day and night to 25,000 m3/day and night.

Component 3 carries out the construction of urban bridges and roads, including the construction of the Hung Tay - Vinh route, connecting the Vinh City bypass with National Highway 1A, and the construction of the road connecting National Highway 46 with the Lam River road. Component 4 carries out the work of enhancing the technical capacity of city officials, departments, branches and sectors and supporting the purchase of technical equipment.



Perspective of the North Canal after renovation and upgrading.

The renovation and upgrading of the North Canal is an important item of the sub-project. The North Canal starts at Bau Bridge and ends at the regulating lake with a total catchment area of ​​1,372 hectares. It is the main drainage axis of the city, including the communes of Nghi Phu, Hung Dong, Hung Loc and the wards of Quan Bau, Ha Huy Tap, Hung Binh, Le Loi, and Hung Dung. The renovation and upgrading of the North Canal consists of 3 sections.

Section 1 from Mai Hac De Street to Bac Canal Bridge is about 1,240m long, with an average width of 12-15m, passing through Ha Huy Tap residential area. It is structured as a monolithic reinforced concrete box culvert. Above the box culvert are flower gardens, walking paths, and lighting systems.

Section 2 from the North Canal Bridge to the Post Office Bridge is about 2,060m long, with an average width of 18m, and the widest point is over 30m. This section is an open canal structure, dredged, embanked on both banks of the canal and built sidewalks on the South bank adjacent to Nguyen Sy Sach Street. At the same time, 4 new bridges are built on the canal. Section 3 from the Post Office Bridge to the regulating lake is about 1,405m long, along the road on both sides of the canal, lighting systems are installed, trees are planted to create an urban landscape for the area in particular and the city in general. Along both sides of the North Canal, there is a system to collect and separate wastewater from households, leading it into the sewer system, bringing it to the wastewater pumping station at the end of the canal and pumping it into the city's general wastewater drainage system, then bringing it to the city's wastewater treatment plant. To create landscape, regulate water level and regulate microclimate for the area, at the end of the canal, a regulating lake with an area of ​​53 hectares and a regulating capacity of 700,000 m3 was built.

The groundbreaking ceremony of the project is an important event to celebrate the 50th anniversary of Vinh City and the 5th anniversary of Vinh City being recognized as a class 1 urban area. After the construction of the Bac Canal is completed, it will make an important contribution to improving environmental sanitation, enhancing drainage capacity for the area and upgrading infrastructure of residential areas on both sides of the canal. People living in the area will directly benefit from reducing environmental pollution and improving the quality of life.
