Passengers are allowed to buy duty-free goods on flights to Vietnam.
From November 1, 2015, passengers are allowed to purchase duty-free goods on aircraft of airlines established and operating under Vietnamese law.is taking an international flight to Vietnam.

According to the provisions of Decision No. 24/2009/QD-TTg dated February 17, 2009 and Decision No. 44/2013/QD-TTg dated July 19, 2013 of the Prime Minister, enterprises are only allowed to sell duty-free goods at international airports and on flights departing from Vietnam to international destinations. For inbound flights, there are no regulations on duty-free sales for passengers entering Vietnam. Meanwhile, most foreign airlines operating at Vietnamese airports are implementing duty-free sales to serve passengers departing, entering and transiting. This is also in line with international practice and does not create inequality in business between Vietnamese and foreign enterprises when approaching passengers entering Vietnam.
In order to facilitate entry passengers and businesses, the Prime Minister issued Decision 39/2015/QD-TTg amending and supplementing a number of articles of the Regulations on duty-free sales issued together with Decision No. 24/2009/QD-TTg dated February 17, 2009 and Decision No. 44/2013/QD-TTg dated July 19, 2013 of the Prime Minister.
Accordingly, passengers on aircraft operating international flights of airlines established and operating under Vietnamese law, in addition to being allowed to purchase duty-free goods on board when departing the country, according to the new regulations, are also allowed to purchase duty-free goods on aircraft operating international flights to Vietnam.
Along with adding cases where passengers are allowed to purchase duty-free goods on aircraft making international flights to Vietnam, the Decree also specifically stipulates conditions for purchasing duty-free goods.
Accordingly, passengers purchasing duty-free goods on an international flight to Vietnam must present their passport and boarding pass. Flight attendants must record full information: Name of the customer, passport number, flight number, and seat number.
The flight attendants compile documents, record information related to customers purchasing duty-free goods and hand them over to the duty-free sales business to enter data related to the flight's sales into the management software system connected to the Customs authority immediately after the aircraft completes entry procedures.
The above regulations take effect from November 1, 2015.
