The company representative and the owner witnessed the unsealing of the evidence warehouse containing 8 tons of sugar to take samples for examination.
Here, through checking the diameter samples, initially Quang Ngai Sugar Joint Stock Company believed that the above sugar was not produced by the company; at the same time, samples were taken to report to the company's leaders.
It is known that this is a special case that PC49 broke after many days and nights of reconnaissance and surveillance. Previously, in early April 2017, through the work of grasping the situation, the detectives discovered in Vinh City a number of subjects specializing in secretly buying and selling large quantities of sugar of unknown origin.
Through information gathering, the detectives discovered a woman residing in Quang Tri province who often contacted some traders in Nghe An and Ha Tinh to bring sugar from the southern provinces.
Immediately afterwards, a working group urgently went to Dong Ha town, Quang Tri province to collect information and evidence and identified the woman as Phan Thi Bay.
On April 11, detectives discovered that Ms. Bay was preparing to transport a large quantity of sugar of unknown origin from Thua Thien Hue to the North for sale. This time, the owner hired a truck to transport the goods at night, stopping during the day on deserted roads to avoid the authorities.
Verifying that the above information was well-founded, two working groups deployed a plan to inspect and arrest. On the night of April 11, the truck with license plate 75C-05108 reached Quang Binh province. Along the way, the owner sold dozens of bags of sugar to some traders.

At dawn on April 12, the truck began to cross Ben Thuy 1 Bridge into Vinh City. Detectives were ordered to follow closely and monitor its movements. When the truck had just entered Vinh Market Bus Station, the police in coordination with the market management force rushed to inspect the vehicle.
On the car at that time were driver Truong Van Thuyen (born in 1978, residing on Pham Dinh Ho Street, Hue City) and Ms. Phan Thi Bay (born in 1971, residing in Quarter 6, Ward 2, Dong Ha City, Quang Tri Province.
At the time of inspection, the owner of the goods could not present any documents proving the legality of the goods. The authorities made a record and seized 8 tons of sugar packed in sacks with different labels, including many bags with labels of Quang Ngai Sugar Company.
At the investigation agency, the owner of the goods stated that all the seized sugar was collected at Dong Ba market, Hue city, and about 2 tons were sold along the way to Vinh city.
The case is currently under further investigation.
