Provincial People's Council approves policy to adjust land price list for the period 2020 - 2024 in the province

The Economic - Budget Committee of the Provincial People's Council has examined the draft resolution on amending and supplementing Clause 1 and Clause 2, Article 2 of Resolution No. 19/2019/NQ-HDND, dated December 12, 2019 of the Provincial People's Council.land price listin Nghe An province in the period 2020 - 2024.Specifically, this is the adjustment of the land price list for industrial parks in the Southeast Economic Zone, period 2020 - 2024.
And the most concerned issue raised by some members of the Economic - Budget Committee of the Provincial People's Council is the legal basis and practicality of this land price adjustment and the appropriate adjustment level.

From the issue raised by the Economic - Budget Committee of the Provincial People's Council; leaders of the Department of Natural Resources and Environment and the Management BoardSoutheast Economic Zonehas made clear the need for this adjustment.
Accordingly, the provincial land price list for the period 2020 - 2024 was approved by the Provincial People's Council in Resolution No. 19/2019/NQ-HDND, dated December 12, 2019. The implementation process for the industrial park land price list does not ensure fairness in land rental prices among investors in the same industrial park (currently implementing land price lists according to each route in the industrial park) and is not convenient for looking up and applying when investors want to find out the land rental price (because the current land rental price is divided into many layers according to each location, shape, and area of the land).
On the other hand, through a survey of industrial park land prices in two neighboring provinces, Thanh Hoa and Ha Tinh, Nghe An still has higher land rental prices, reducing competition in the industry.attract investmentinto the province.

From the above practices and based on the land price framework issued by the Government; on the basis of advice from specialized sectors, the Provincial People's Committee has drafted a resolution to submit to the Provincial People's Council for adjustment.land price listfor industrial parks in the Southeast Economic Zone.
Accordingly, instead of regulating land rental prices for each location and each route in each industrial park in the Southeast Economic Zone, the land rental price is adjusted to be applied at a common level for each industrial park.
On the other hand, the price is also adjusted down compared to the current land price list. Specifically as follows:
- Land rental price in VSIP industrial park, from 525 thousand VND/m2down to 285 thousand VND/m2.
- Land rental price in Nam Cam industrial park is adjusted: Area A, from 387 thousand VND/m2down to 307 thousand VND/m2Area B, from 396 thousand VND/m2down to 330 thousand VND/m2Area C, from 402 thousand VND/m2down to 348 thousand VND/m2Area D, from 338 thousand VND/m2down to 280 thousand VND/m2.
- Land rental price in WHA industrial park, from 387 thousand VND/m2down to 275 thousand VND/m2.
- Land rental price in Tho Loc industrial park, current price in Area A is 318 thousand VND/m2Area B is from 313 thousand VND/m2Area C is 334 thousand VND/m2; now proposed to be adjusted down to a common price of 275 thousand VND/m2.
- The current land rental price of Hoang Mai I Industrial Park is 518 thousand VND/m2and Hoang Mai II Industrial Park is currently 221 thousand VND/m2, now adjusted to a common level of 275 thousand VND/m22
- Land rental price in Dong Hoi industrial park, from 375 thousand VND/m2down to 275 thousand VND/m2.
Based on the explanations of relevant units, the Economic - Budget Committee has agreed on the draft resolution to adjust land rental prices for industrial parks in the Southeast Economic Zone, developed by the Provincial People's Committee, to submit to the Standing Committee of the Provincial People's Council for comments before submitting to the 17th session of the 17th Provincial People's Council, term 2016 - 2021.

This afternoon, the Economic - Budget Committee of the Provincial People's Council also examined the draft resolution supplementing Clause 2, Article 4, Resolution No. 02/2020/NQ-HDND, dated July 22, 2020 on the policy of supporting funding for purchasing, installing, operating voyage monitoring equipment and service subscription fees for voyage monitoring equipment installed on fishing vessels with a length of 15 m or more in Nghe An province.
