Provincial People's Council supervises basic construction investment in Dien Chau

(baonghean.vn) -On October 13, the Standing Committee of the Provincial People's Council led by Comrade Nguyen Xuan Son - Member of the Provincial Party Standing Committee, Vice Chairman of the People's Council, supervised the basic construction investment work according to the Resolution of the Provincial People's Council in Dien Chau district.

Also participating were representatives from the Department of Planning and Investment; Department of Finance and State Audit Office Region II.

In the morning, the delegation inspected projects being implemented, including the road project from Dien Ngoc to Dien Kim; the Dien Ngoc cave embankment; the Bich - Van - Ngoc salinity prevention embankment; the Van canal boat anchorage and storm shelter area; the Thap - Hong - Ky small industrial cluster; and the provincial road 205 project.

In the afternoon, the delegation had a working session with the District People's Committee. According to the report, in the 3 years of 2012 - 2014, the province approved the investment plan for 61 works and projects for Dien Chau. In general, the completed projects put into use have basically promoted their effectiveness according to the investment objectives, contributing to promoting socio-economic development, strengthening national defense and security in the district. However, the debt of capital for basic construction investment is still quite large. Currently, in the district, there are 117 works that have not been allocated enough capital (including works using budget capital and other capital sources).

In the last 3 years, there have been 2 projects: the road connecting Dien Chau railway station to Dien Thanh beach resort and Dien Kim bridge project that have not been allocated capital. The capital allocation for works and projects mainly focuses on construction and installation value, so when implementing the project, there are difficulties in ensuring capital sources for site clearance. Due to slow construction progress, some works have had to adjust the total investment, wasting budget resources, causing difficulties for the locality. Based on the actual situation, the district has also recommended to the Provincial People's Council to have solutions to allocate sufficient capital for key and unfinished works; assign and decentralize the work of project quality acceptance to the district level for works invested by commune level; adjust appraisal fees for technical designs, construction drawing designs, basic designs, etc.

After listening to the opinions of the members of the monitoring delegation, comrade Nguyen Xuan Son concluded by highly appreciating the district's efforts in implementing the basic construction investment plan according to the Resolution of the Provincial People's Council. At the same time, he noted that the district needs to focus on directing many solutions to speed up the progress of projects, limiting the adjustment of total investment from projects. Pay attention to reviewing works and projects to propose plans to delay and stop works and investment projects in order to focus and prioritize capital for key and urgent works. Pay attention to better investment preparation to be more proactive in investment work, especially in terms of capital. Continue to pay attention to inspecting and supervising labor safety, environmental protection and construction quality. He also noted the recommendations and proposals of the district to continue reporting to the relevant agencies for research and solutions.
