Provincial People's Council supervises inspection and post-inspection handling at the Department of Agriculture and Rural Development
(Baonghean.vn) -This afternoon, April 9, the Legal Committee of the Provincial People's Council worked with the Department of Agriculture and Rural Development on inspection and post-inspection handling related to the management sector.
Working scene
The agricultural and rural sector is a broad area, including quite sensitive issues. In recent years, the inspection and post-inspection handling work has been actively directed and led by the Department of Agriculture and Rural Development. Every year, the Department develops a specific inspection and examination plan according to the following contents: socio-economic inspection; specialized inspection; inspection of the responsibilities of heads of grassroots units.
In addition, the Department also conducts surprise inspections and checks on organizations, agencies, units and individuals with signs of violations. All inspections and checks have clear conclusions, recommendations and decisions on handling; there are post-inspection handling instructions. As a result, in 2011 and 2012, the Department issued 19 inspection conclusions and 5 handling decisions. The Department has recommended the recovery of over 162 million VND to the state budget; recovered 10,614 m3 of various types of wood. Particularly related to the management and protection of forests and forest products, the sector has inspected, checked and transferred 82 forestry officers, of which one officer was dismissed.
However, the effectiveness of inspection and examination has not been as expected due to the large and complex management sector, while the workforce is thin; facilities and equipment for inspection and examination are weak and lacking; coordination between sectors and localities is not close...
On behalf of the Legal Committee of the Provincial People's Council, Ms. Thai Thi An Chung requested the Department of Agriculture and Rural Development to continue to focus on strengthening the specialized inspection force to ensure that the sectors under the State management function of the Department are increasingly in order. It is necessary to organize inspection activities publicly and transparently, contributing to preventing corruption in the sector's field of operation. Advise the Provincial People's Committee to strengthen the responsibility of districts in performing the functions and tasks of the Department. Pay attention to urging post-inspection handling, especially the responsibility of the heads of organizations and units.
