Provincial People's Council supervises the progress of hydropower planning and resettlement work in Que Phong

(Baonghean.vn) - On April 2, the monitoring delegation of the Provincial People's Council Standing Committee monitored the progress of resettlement of hydropower projects in Que Phong district. The delegation included representatives from the Department of Industry and Trade and the Vietnam Fatherland Front Committee of Nghe An province.

Currently, in Que Phong district, there are 7 hydropower projects, of which 3 projects have been completed and put into use: Ban Coc, Sao Va and Hua Na. Regarding Hua Na Hydropower Plant, after 5 years of construction, 2 units have started commercial electricity generation in February and March 2013. Every year, Hua Na Hydropower Plant is expected to supply 716.9 million kWh to the national grid. During the project implementation, 1,402 households were affected, of which 1,362 households had to relocate. The total compensation cost for the project approved by the District People's Committee is 641 billion VND, of which 618 billion VND has been paid.



The delegation visited people's lives at the resettlement site Nam Nui - Nam Ke, Dong Van commune - Que Phong district.

At 13 resettlement sites in Tien Phong, Dong Van and Thong Thu communes (Que Phong district), 313/332 houses have been completed and put into use. There are 19 houses left, of which 11 are expected to be put into use before April 15, 2013, and 8 have not yet been built. Public works such as kindergartens, primary and secondary schools and community cultural houses at resettlement sites have been handed over and put into use. Water and electricity for daily life have basically been ensured for people to use. Regarding the work of reclaiming agricultural land, the Steering Committee for Land Acquisition and Resettlement of the district has agreed in principle to assign households to carry out the work themselves with a support fund of 10 million VND/ha of reclaimed land. As for the work of building fields, Hua Na Hydropower Joint Stock Company has only carried out the design and cost estimate.

At the meeting, representatives of Que Phong district proposed that the investor, Hua Na Hydropower Joint Stock Company, should overcome the shortage of domestic water at some resettlement sites, promptly provide rice fields, and design additional drainage and water drainage systems at resettlement sites. In addition, resettlement residents need to be supported with short-term plant and animal varieties to implement production on garden land. In addition, Que Phong district also reported the slow implementation of some small hydropower projects in the area; the situation of small hydropower dams affecting people's production and the scarcity of water sources for agricultural production.

At the end of the working session, the monitoring delegation requested the district to focus on coordinating with investors to find solutions to resolve problems related to hydropower projects; coordinate with relevant levels and sectors to review hydropower planning in the area. Recommendations, the delegationwill synthesize and submit to the Provincial People's Committee to direct and urge investors and provincial departments to coordinate to remove obstacles, clearly define the roles and responsibilities of the parties to stabilize the long-term lives of the people.

Previously, the delegation went to monitor the production situation at Hua Na hydropower plant and learned about the living conditions of people at two resettlement sites Nam Nui - Nam Ke, Dong Van commune and Huoi Siu - Huoi Lan, Tien Phong commune.
