Provincial People's Council directs activities towards practical life
(Baonghean) - The term of the Provincial People's Council is coming to an end with many urgent issues, imbued with the breath of life, being passed, creating a strong push and motivation for development for the province and meeting the expectations of the people and businesses.

The term of the 16th Provincial People's Council (2011 - 2016) recorded many innovations and resolved many urgent issues.
Following the 15 sessions of the Provincial People's Council, term XVI, 2011 - 2016, the issues resolved, the resolutions passed have brought the breath of life, serving the needs and interests of the people, businesses and the issues of "policy" level of the province and that is also the way for the resolutions to come into life faster and more effectively.
New rural development is a comprehensive program, affecting all aspects of politics, economy - society, national defense - security. Therefore, localities all identify it as the core task of their units. However, the implementation process requires mobilizing a huge amount of resources, while the economic conditions of localities as well as the lives of people are still difficult.

That practice was recognized by the Provincial People's Council and then issued a policy to support cement for rural traffic construction. Talking about the impact of the policy, Mr. Phan Van Tuyen - Chairman of Yen Thanh District People's Committee, shared: Through the policy, a widespread new rural construction movement has been created in localities. On the other hand, the province only supports cement for traffic, but localities have invested in building many other items, including schools, medical stations, cultural and sports facilities, irrigation, etc.; speeding up the progress of new rural construction. The clearest evidence is that in July 2014, the whole province only had 8 communes meeting 19/19 criteria and there were many communes that did not meet any criteria, but by December 17, 2015, the whole province had 105 communes meeting 19/19 criteria and there were no more "blank" communes.
The 2011-2016 term also marked many mechanisms and policies affecting agriculture and rural areas. In addition to issuing, amending and supplementing policies to support investment in agricultural and rural development, the Provincial People's Council also issued 4 Resolutions on mechanisms to encourage and support organizations and individuals to invest in new technology, technological innovation, research and application of scientific and technological advances; Resolution on a number of preferential policies to support investment in high-tech projects in the province, period 2013-2020; Resolution on a number of specific policies to encourage enterprises to invest in agriculture and rural areas; Resolution on a number of policies to support investment in building the model of "large-scale fields".

These are resolutions that create momentum for Nghe An agriculture to develop in the direction of commodity production and high-tech application, associated with joint ventures and "4-house" cooperation to create higher production value. Most notably, the whole province has planted over 60,000 hectares/crop of high-quality rice, including some Nghe An rice brands known to consumers such as AC5, VTNA2, DT68, herbal rice...
Orange, passion fruit, tea... are also being strongly applied with science and technology to create products with productivity, quality and competitiveness in the market... This is the basis for contributing to solving the income criteria in building new rural areas that voters, people and many delegates of the Provincial People's Council are concerned about.
Also solving urgent problems from life, the delegates of the Provincial People's Council and localities highly agreed when the Provincial People's Council issued a Resolution on policies to support the construction of infrastructure for industrial clusters in Nghe An province. The Resolution has removed difficulties for localities in developing industrial clusters, creating conditions to attract investment projects to rural areas, and at the same time "gathering" production facilities located in residential areas to avoid environmental pollution.

Or the Resolution on the policy of attracting high-quality human resources and giving priority to recruiting civil servants and public employees has also had positive impacts. In the short term, it has created a new shift in the input of civil servants and public employees to gradually replace the number of officials who are simply experienced but not properly trained, especially at the commune level. The long-term effect is to strengthen the political system, improve the quality and effectiveness of social management at the district and commune levels.
In addition to the resolutions issued through policies, many difficulties arising from the actual lives of the people were also promptly reflected by the provincial People's Council delegates in the sessions on socio-economic issues. From the recommendations and reflections of the provincial People's Council delegates, the sectors, agencies and units received them and then had the responsibility to resolve them. Ms. Nguyen Thi Quynh Nga (Thanh Chuong district delegate) said: For Thanh Chuong area alone, the most obvious is the handover of the rural power grid to Nghe An Electricity Company for management. Although there are still issues that need to be resolved, the most obvious movement is that the Electricity has invested in and upgraded the power lines, built more transformer stations to improve the quality of electricity for daily life in rural areas, especially in areas at the end of the power source.
Along with that, the electricity industry has also paid attention to reviewing and organizing the sale of electricity at home for households in the 5th Youth Union instead of paying the business electricity price as before. Or the proposal to increase the support level for relatives of those who died in 1978 at Hiep Hoa culvert, Do Luong district is being submitted by the Department of Labor - Invalids and Social Affairs to the Provincial People's Committee to increase the level from 360,000 VND/month/household to 540,000 VND/month/household....
Entrusted to the new term
It can be said that the quality of the activities of the Provincial People's Council depends on what practical problems it solves. Therefore, in order for the Provincial People's Council to continue to innovate, make breakthroughs, improve quality and efficiency, its activities need to be closely linked to real life, serve the lives of people and businesses, and better meet the aspirations of voters and the people of the province. To do this, the activities of the Standing Committee, Committees, Groups and delegates of the Provincial People's Council must be closer to the people.
"The issue of reflecting people's opinions, the effectiveness of implementing people's aspirations, and monitoring the implementation of those recommendations must continue to be strengthened. Each provincial People's Council delegate needs to pursue to the end the issues that voters propose so that all levels and sectors can focus more on solving them. On the part of all levels and sectors, it is also necessary to pay attention to finding out, going to the places where the problems arise, to directly listen and understand more deeply the nature of the problems. Only then can the issues that voters and people propose and reflect be thoroughly resolved." As for Mr. Phan Van Tuyen - Chairman of Yen Thanh District People's Committee, raising pressing issues that exist in real life for questioning is not enough, but through questioning activities at meetings to clarify the responsibilities of the sectors and how to overcome them after questioning. Because if the issues only stop at questioning, it means clarifying the current situation, causes, responsibilities and solutions, and then things will return to normal.
Therefore, in order for the issues of questioning to be thoroughly handled, the role of the Standing Committee of the Provincial People's Council needs to monitor and urge strongly, including organizing work with each sector, avoiding the situation where the issues raised only stop at the session, not resolving the core issues that the people request. Only then, the "hot" issues raised in the parliament will have a positive impact on life. Regarding the issuance of resolutions, according to Mr. Phan Van Tuyen, the Provincial People's Council needs to clearly identify the issues to issue resolutions suitable for each stage, suitable for the needs of the economy and the reality; avoid thinking according to sectors and fields without starting from the common interest.

According to comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Nghe An has not yet created a real breakthrough in the development process. These are concerns of the entire political system and for the Provincial People's Council, it is necessary to change its leadership methods and activities. In particular, it is necessary to focus on innovating supervision activities in both methods and content, delving into the substance, closely following reality to supervise urgent and prominent issues in all aspects of social life to detect negative issues, and coordinate with the political system to resolve them. Focus on supervising all levels and sectors in implementing the Resolution of the Provincial People's Council into life; supervising the settlement of issues of recommendations and reflections of voters and people; supervising and urging the implementation of promises after questioning by agencies and sectors in the political system. The People's Council and each People's Council delegate are the agencies and representatives of the people's thoughts and aspirations, so they are close to the people, understand the people, grasp the people's living needs in order to worry about and solve them.
It can be said that the requirements and expectations for the Provincial People's Council in the new term 2016 - 2021 are very high. To be able to solve the above requirements, the decisive factor is people, that is the qualifications, capacity and sense of responsibility of the Provincial People's Council delegates. Therefore, in the coming time, Party committees at all levels need to select people who are truly qualified, capable, responsible, courageous, dare to think, dare to do in various fields and regions to include in the list of consultations and recommendations for voters to elect to elected bodies at all levels. In addition to the quality of delegates, the allocation of representative structure to localities and regions also requires that it be suitable to the needs, development requirements as well as the practical needs of that locality. Only then can practical problems and emerging issues be resolved and solved more quickly and effectively.
