After inspecting the progress of NTM construction in Phuc Thanh commune (one of three communes selected by the district as a pilot commune), the delegation listened to the leaders of Yen Thanh district report on the progress and progress of the Program implementation in the area. Up to now, Yen Thanh has approved the NTM construction planning and the project to implement the NTM program for 38/38 communes. In addition to selecting 3 communes as pilot communes to comprehensively direct 19 criteria, each department and office of the District People's Committee was also assigned to select 1 criterion to implement in 2 communes to gain experience in directing the implementation.
Up to now, 7 communes have achieved 10-14 criteria. In 2011, in addition to 12 production development models supported by the Provincial People's Committee (average 50 million VND/commune), the district has implemented highly effective production models, built model fields in 8 communes, and directed the completion of land conversion in 3 communes, focused on upgrading the traffic system, irrigation in the fields to serve production, striving to complete the second land conversion by 2015, each household producing on one plot. The whole district currently has 45 cooperatives, household economy, farm economy and craft villages are developing strongly. The poverty rate in 2011 decreased to 13.97%, the number of laborers in agriculture decreased. In 2011 and the first 6 months of 2012, the whole district cleared 167 km of roads. Criteria on culture, environment, security and order are also focused on and achieved good results.

Yen Thanh District proposed to the Provincial People's Council's Working Group a number of issues such as: It is necessary to review the average income criteria and regulations on consulting with the community when building a landfill to request higher authorities to study and revise; Create conditions for localities to enjoy land use fees or lease land in the commune to invest in building new rural areas; Quickly allocate investment funds to support program implementation; Have investment policies and support funds for pilot communes; At the same time, propose the Provincial People's Council to approve support policies for communes implementing land conversion; approve reward policies for communes recognized as new rural communes by 2015.
The working delegation highly appreciated the results that Yen Thanh achieved in implementing the Program, and at the same time requested the district to have a clearer assessment of the results achieved as well as the difficulties and obstacles in the implementation process, especially for communes that are currently achieving low criteria. With the district's recommendations, depending on the tasks and authority, the Provincial People's Council will consider and resolve or recommend to higher levels for research and appropriate revision.
