Provincial People's Council surveys tuition fees at Nghe An Pedagogical College

(Baonghean.vn) -On the morning of June 15, the Social and Cultural Committee - Provincial People's Council conducted a survey on tuition fees at Nghe An Pedagogical College.

Nghe An Pedagogical College currently has 2 training facilities with the function of training and fostering elementary, intermediate and college levels of teachers, managers, school service staff and some non-pedagogical professions, serving the needs of educational and training development, socio-economic.

Regarding the situation of tuition collection and expenditure: the non-public tuition fee collection subjects and the collected funds are used to spend 40% of salary reform, scholarships and other expenses. The training cost norm granted for the college sector is 11 million/student/school year. The training cost norm granted for the intermediate pedagogical sector is 6.5 million/student/school year. The school's tuition fee is classified according to the region and training system. In which, the intermediate system is from 205,000 VND/month/student - 275,000 VND/month/student; the college system is from 205,000 VND/month/student - 325,000 VND/month/student. The school's characteristics are that the number of students in the pedagogical system is large but does not collect tuition fees, while the number of non-pedagogical students (those who must pay tuition fees) enrolled does not meet the assigned quota. Therefore, the low cost and tuition fees are not enough to cover the training costs, affecting the improvement of teaching quality.

The assessment of the proposed new tuition ceiling is prescribed for each group of majors, training levels, according to 3 regions: urban, rural and mountainous. In which, the urban region is calculated according to the tuition ceiling prescribed in Decree 49, the delta region is calculated at 90% and the mountainous region is calculated at 80% of the ceiling, which is reasonable. The school proposes that in the 2012-2013 school year, the school will be allowed to collect new tuition fees, contributing to increasing funding to improve training quality.

After surveying the tuition fees at universities, colleges, and vocational schools managed by Nghe An province, the Culture Committee of the Provincial People's Council grasped the situation, synthesized opinions and proposals from the schools. On that basis, proposed new tuition fees to be submitted to the Provincial People's Council for resolution in the upcoming session.
