The Provincial People's Council works with the Department of Agriculture and Rural Development on implementing the New Rural Development Program.
(Baonghean.vn) - Conducting a survey on the National Target Program on New Rural Construction, this afternoon, July 7, the working delegation of the Economic-Budget Committee of the Provincial People's Council had a working session with the Department of Agriculture and Rural Development.
By June 30, the whole province had 422/435 communes that had approved the general planning for new rural areas (reaching over 97%), the number of communes that had been appraised and were waiting for approval was 13 communes; 259 communes had completed the project for building new rural areas at the commune level and 176 communes were developing the project. The Department of Agriculture and Rural Development organized an inspection and assessment of the implementation results of 133 production development models, all of which had higher income levels than mass production. The Provincial People's Committee has submitted a document to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial People's Council on the policy of borrowing cement for rural roads in the first phase with a volume of 123,291 tons to provide to 38 communes to build rural roads in 2012. Up to now, the provincial and district budgets have invested 517 billion VND in the Program, with people contributing over 119 billion VND, in addition, credit capital and integrated capital invested and supported by enterprises. Currently, the whole province has 6 communes meeting 13-16 criteria; 15 communes meeting 10-15 criteria; 196 communes meeting 5-9 criteria and 218 communes meeting less than 5 criteria...
However, there are still difficulties and problems: A part of the Party Committee, Party members and people still have the mentality of waiting and relying; the workload is very large while the local staff is both small and limited in capacity, meanwhile, this is a completely new task, there is no successful model, we have to do and learn at the same time, so the organization and implementation is still confusing. From there, the Department of Agriculture and Rural Development has proposed to the working group a number of issues such as: Balancing the provincial budget to invest and support 6 communes striving to achieve NTM in 2013 according to the 2012 plan (each commune 4.5-5 billion VND for basic construction); issuing policies and mechanisms to mobilize resources to invest in building NTM infrastructure works; approving the plan to support rural traffic roads and prioritizing investment and support for communes striving to achieve NTM in 2013 using the provincial budget.
On behalf of the working delegation, comrade Tran Quoc Chung - Deputy Head of the Economic - Budget Committee of the Provincial People's Council highly agreed with the assessments of the Program Steering Committee, and at the same time suggested that there should be more specific assessments of the results as well as the causes of the problems; clearly identify the items that need to be prioritized for implementation. At the same time, he acknowledged the recommendations and proposals to have a solution or submit them to higher levels for consideration and resolution of issues that are not under the authority of the Provincial People's Council./.
