Nghe An Provincial People's Council supervises the implementation of key projects invested by the Department of Transport.
Today, September 23, the monitoring delegation of Nghe An Provincial People's Council led by comrade Vo Viet Thanh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Head of the Economic - Budget Committee, Provincial People's Council worked with the leaders of the Department of Transport on key projects using State budget capital, period 2011 - 2015, invested by the sector.
(Baonghean) –Today, September 23, the monitoring delegation of Nghe An Provincial People's Council led by comrade Vo Viet Thanh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Head of the Economic - Budget Committee, Provincial People's Council worked with the leaders of the Department of Transport on key projects using State budget capital, period 2011 - 2015, invested by the sector.
Before working with the industry, the Provincial People's Council's monitoring delegation directly inspected the National Highway 1A - Thai Hoa town traffic route, with a total length of 28.9 km. This is a project constructed by the Construction and Trade Corporation 36 (Ministry of National Defense) since July 2010. Up to now, the project has completed about 10 km of foundation, and due to problems in site clearance in some sections, the route has not been opened.
According to the report of the leaders of the Department of Transport, in the period of 2011 - 2015, the total number of projects invested by the industry is 15 works with a total investment of nearly 16,000 billion VND. Of which, 9 projects are being implemented, with a capital of 3,860 billion VND; 6 projects are being prepared for implementation with a capital of 12,286 billion VND. Up to this point, the allocated capital is 1,738 billion VND, accounting for 10.9% of the total investment capital; the next capital plan for the period of 2012 - 2015 is 13,772 billion VND.
However, due to the implementation of Resolution 11 of the Government on reducing investment in infrastructure projects, the industry only has enough capital to allocate for key projects that are truly important, such as: the project to upgrade National Highway 1A; Western Nghe An road; National Highway 1A connection road; Chau Thon - Tan Xuan road... The Department of Transport is also focusing on directing contractors to speed up construction, ensuring the volume of work for the advanced capital of the projects. The most difficult and problematic issues are compensation, site clearance, the rate of capital allocation for projects is low compared to the investment capital, the price of raw materials is high, affecting the progress of the projects.
On behalf of the monitoring delegation, comrade Vo Viet Thanh highly appreciated the efforts of the transport sector in managing and effectively using the State budget to implement key projects and works. He also said that transport infrastructure is a very important field that the province is very interested in, so the work under the responsibility of the sector needs to strive to overcome difficulties. In which, proactively coordinate solutions to increase capital sources, timely disbursement, avoid capital waste; direct contractors to speed up the progress of projects. Any issues and contents under the authority of the Provincial People's Committee should be recommended and proposed to be resolved, especially regarding compensation and site clearance mechanisms and policies.
