Nghe An Provincial People's Council determined to pioneer digital transformation

Rapid digital transformation of the administrative and public service apparatus

One of the three strategic breakthroughs identified by the Resolution of the 13th National Party Congress is: "Building a synchronous and modern infrastructure system in both economic and social aspects; prioritizing the development of a number of key national projects on transportation, adapting to climate change; focusing on developing information and telecommunications infrastructure, creating a foundation for national digital transformation, gradually developing the digital economy and digital society".

Vietnam is one of the first countries in the world to issue a program on National Digital Transformation. Accordingly, on June 3, 2020, the Prime Minister signed Decision No. 749/QD-TTg approving the National Digital Transformation Program to 2025, with a vision to 2030. The National Digital Transformation Program aims at the dual goal of developing a digital government, digital economy, digital society, and forming Vietnamese digital technology enterprises with the capacity to go global.

For Nghe An, in recent years, Party committees and authorities at all levels have focused on leading, directing, promoting the application of information technology, building e-government; implementing the Project on Building e-Government in Nghe An for the period 2011 - 2015, with a vision to 2025, achieving positive results, contributing to the overall development of the province. However, the results achieved have only laid the initial foundation for the digital transformation process. The construction of e-government, towards digital government, digital economy and digital society still has many limitations.

Therefore, implementing the Action Program of the Resolution of the 19th Nghe An Provincial Party Congress, term 2020 - 2025, the Provincial Party Executive Committee will issue a Resolution on digital transformation of Nghe An province to 2025, with a vision to 2030. In particular, with a strong determination to reform administration, Nghe An has identified a breakthrough solution as a rapid and comprehensive digital transformation of the province's administrative and public service apparatus. In 2022, the province has also chosen digital transformation as the theme of administrative reform.

In that context, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council emphasized at the regular meeting in December 2021 of the Provincial People's Council Standing Committee on the afternoon of December 27: The Provincial People's Council needs to develop a digital transformation plan with the spirit of being a pioneer in implementing this content.

Breakthrough of the Provincial People's Council

The 18th term People's Council of Nghe An province, term 2021 - 2026, has taken steps in the digital transformation roadmap, first of all in preparing and organizing meetings; informing and propagating the activities of the National Assembly Delegation and the Provincial People's Council; contacting, resolving and responding to voters' and citizens' petitions, complaints and denunciations; and managing the document system using VNPT-IOffice software.

Specifically, from the beginning of the 2021-2026 term up to now, documents of meetings and sessions of the Standing Committee, Committees, Office of the National Assembly Delegation and the Provincial People's Council have been limited in printing and sent to meeting participants via official email. In 2022, the Provincial People's Council will equip delegates with tablets and officially organize paperless meetings.

In September 2021, the Standing Committee of the Provincial People's Council issued a Project to innovate and improve the operational efficiency of the electronic information page "People's Representative of Nghe An Province", launching a new interface that is friendly to all types of terminals, attracting readers in both content and form, becoming a forum for local elected agencies and strengthening the connection between the National Assembly Delegation and the Provincial People's Council with voters, people and businesses. Meeting documents, resolutions of the Provincial People's Council, opinions and recommendations of voters and responses of competent authorities are all posted for Provincial People's Council delegates, readers and voters to look up and follow.

Talking to Nghe An Newspaper, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council said: In 2022, the Provincial People's Council will develop and submit to the Provincial Party Standing Committee for consideration and promulgation the Project "Innovation and improvement of the quality of activities of the Provincial People's Council, term XVIII, 2021 - 2026"; including many contents, in which the focus is the Digital Transformation Plan, systematizing and synchronously implementing the digitalization of most activities of the Provincial People's Council; taking the organization of paperless meetings, combining direct and online sessions as a breakthrough; improving the quality of contact with voters, monitoring the response to voters' petitions, resolving complaints and denunciations, monitoring and implementing supervision recommendations using software.

“At the same time, the Standing Committee of the Provincial People's Council directed the completion of the information technology infrastructure system associated with training and guidance to improve office IT skills, software usage, and digital transformation for cadres, civil servants, and public employees; strictly comply with regulations on confidentiality, safety, and network security; maximize the utilities of the VNPT-IOffice document management software; and the Electronic Information Page of the People's Representatives of Nghe An province”.

Digital transformation is changing the behavior of people and businesses very quickly, especially under the impact of the Covid-19 pandemic over the past 2 years, the speed of transformation is happening even faster. Therefore, each agency and organization needs to take full advantage of the opportunity to determine the roadmap early and accelerate the digital transformation process in each industry and field to best meet the needs of people and businesses. This is a matter of survival, because if we go slowly, behind, when digital transformation has become a popular trend, resources will become scarce, opportunities will be fewer, and development opportunities will be missed.

We believe that the People's Council of Nghe An province will soon successfully implement digital transformation to further improve the operational efficiency of local State power agencies; best meet the will, aspirations and mastery of the people; at the same time, thereby creating a spreading force so that the digital transformation process in Nghe An will take place quickly and effectively.

Digitalization is the process of modernizing and converting conventional systems into digital systems; meanwhile, digital transformation is exploiting the data obtained from the digitalization process; applying technologies to analyze, transform that data and create newer values. Digitalization can be seen as a part of the digital transformation process.
