Nghe An Provincial People's Council will give opinions on reducing public investment capital for 19 projects and increasing capital for 14 projects.

Comrade Cao Tien Trung - Standing Member of the Provincial People's Council, Head of the Economic - Budget Committee of the Provincial People's Council chaired the meeting. Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; and leaders of a number of departments, branches and localities.

Reviewing the draft resolution amending and supplementing Resolution No. 20, dated December 9, 2021 of the Provincial People's Council promulgating regulations on decentralization of State budget revenue sources, local budget expenditure tasks and the percentage (%) of revenue sharing between budgets of local authorities at all levels in Nghe An province for the period 2022-2025; members attending the meeting agreed with the proposal of the drafting agency and emphasized the need to amend and supplement the resolution to resolve difficulties and problems in budget management of the province.

At the same time, it is recommended to review the proposed specific amendments, including the adjustment to increase the rate of land use fees left for the district level to carry out compensation, site clearance and infrastructure construction for land use rights auction areas.

Examining the draft resolution promulgating the List of public career services using the State budget in the field of agriculture and rural development in Nghe An province, the Economic - Budget Committee of the Provincial People's Council agreed with the content developed by the Department of Agriculture and Rural Development.

Accordingly, there are 37 service categories in 10 fields of cultivation, animal husbandry, plant protection, veterinary medicine, aquaculture, forestry, irrigation, disaster prevention and control and other career service groups.

The Economic - Budget Committee of the Provincial People's Council also reviewed and agreed on the contents of two draft resolutions on land recovery and conversion of land use purposes to implement works and investment projects in the province.

Specifically, the draft resolution reclaims land with a total area of ​​more than 174 hectares (including more than 54 hectares of rice land and 29 hectares of special-use forest land and more than 90 hectares of other land), to carry out 20 works and projects in 6 localities: Vinh City and the districts of Yen Thanh, Quynh Luu, Nghia Dan, Quy Chau, and Tuong Duong.

Regarding the draft resolution on converting land use purposes with a total of more than 14 hectares of rice-growing land and protective forest land, to implement 33 works and projects in 13 localities: Vinh City, Hoang Mai Town and districts: Hung Nguyen, Nam Dan, Thanh Chuong, Nghia Dan, Quy Hop, Ky Son, Tuong Duong, Tan Ky, Do Luong, Quynh Luu, Yen Thanh.

Reviewing the draft resolution on adjusting the 2023 public investment plan from local budget sources; meeting members requested the drafting agency, the Department of Planning and Investment, to explain and clarify the principles for adjusting the increase and decrease of investment capital for works and projects.

Specifically, the draft proposes to reduce the investment plan targets for 19 projects, with a total capital of more than VND99 billion; and to increase the plan targets for 14 projects, with a capital of more than VND99 billion.

The Economic - Budget Committee of the Provincial People's Council also reviewed the draft resolution approving the Vinh City Urban Development Program to 2030, with a vision to 2050.

Examine the draft resolution on adjusting the investment policy for the project of building, upgrading and renovating traffic routes in Tuong Duong district; including: inner-city roads of Thach Giam town; roads from Tan Yen village to Yen Huong village and Xieng Lip - Xop Kha road (Yen Hoa commune); Vang Ong bridge, on the route from Yen Thanh commune to Xieng My commune; Huoi Son - Pha Lom road (Tam Hop commune).
