Attending the meeting were comrades Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee.

At the working session, on the basis of the draft resolutions of the Standing Committee of the Provincial People's Council and the Provincial People's Committee, the Provincial People's Council delegates focused their intelligence and responsibility on discussing and contributing many practical and legal opinions for the Provincial People's Council to consider and make correct decisions on important issues of the province in 2020.

Of note is the Resolution on the 2020 socio-economic development plan, which sets out 28 socio-economic targets and 11 main groups and tasks with a GRDP growth rate of 9-10%. The economic structure of agriculture, forestry and fishery accounts for 20-21%; industry - construction 33-34%; services 45-46%. The budget revenue strives to reach 15,216 billion VND. Striving to have 30 more communes meeting NTM standards. The average income per capita reaches 46-47 million VND/year...

In addition, the draft resolution on the number, titles, allowance levels, and policies for part-time workers and other subjects in communes, wards, towns, hamlets, blocks, and villages in the province attracted 14 delegates of the Provincial People's Council to discuss.

In addition to the above two resolutions, at the meeting, the Provincial People's Council also discussed and approved 20 important socio-economic resolutions.

Closing the session, Chairman of the Provincial People's Council Nguyen Xuan Son affirmed:
After two and a half days of working seriously, urgently and with high responsibility, the 12th session of the 17th Provincial People's Council completed the proposed content and program.

The Chairman of the Provincial People's Council also emphasized: 2020 is the final year of implementing the Resolution of the 18th Provincial Party Congress, the 5-year Socio-Economic Development Plan 2016-2020, and at the same time will build the next 5-year Socio-Economic Development Plan. This is also a year with many very important political events such as: Holding Party Congresses at all levels towards the 13th National Congress of the Party; commemorating the 90th anniversary of the founding of the Communist Party of Vietnam, the 130th birthday of President Ho Chi Minh,... Therefore, it is necessary to have the determination and participation of the entire political system, sectors, levels, people and the business community to best complete the set plans and tasks.

-Resolution on the 2020 socio-economic development plan

- Resolution on adjusting the medium-term public investment plan for the 2016-2020 period and the public investment plan for 2020;

- Resolution approving the list of works and projects requiring land recovery in Clause 3, Article 62 of the Land Law in Nghe An province;

-Resolution on changing the purpose of using rice-growing land, protective forest land, and special-use forest land as prescribed in Clause 1, Article 58 of the Land Law to implement investment projects in Nghe An province.

- Resolution on the policy of converting forest use to other purposes to carry out works and projects in Nghe An province.

- Resolution on approving the total number of employees and contract workers in public service units and Association organizations in 2020.

- Resolution on assigning civil servant positions in state administrative agencies and organizations of Nghe An province in 2020.

- Resolution approving the adjustment of local budget expenditure estimates; approving the settlement of state budget revenue in the area, and the settlement of local budget expenditure in 2018.

- Resolution approving the state budget revenue estimates in the locality, local budget expenditures and local budget allocation plan for 2020.

- Resolution approving the principles of valuation and land price list of all types of land from January 1, 2020 to December 31, 2024 in Nghe An province

- Resolution on investment policy for the project to build a new urban area in Dong Vinh ward and Cua Nam ward, Vinh city, Nghe An province.

- Resolution on investment policy for the project to build fisheries service infrastructure in Lach Quen, Quynh Luu district.

- Resolution on naming streets in Hoang Mai town.

- Resolution on naming streets in Do Luong town, Do Luong district.

- Resolution on the number, titles, allowance levels, policies and regimes for part-time workers and other subjects in communes, wards, towns, blocks, hamlets and villages in the province.

- Resolution on establishment, merger, and renaming of hamlets, blocks, and villages in communes, wards, and towns in the districts of Ky Son, Quy Hop, Tuong Duong, Dien Chau, Hung Nguyen, Nghia Dan, and Thai Hoa town.

- Resolution to abolish Resolution No. 298/2009/NQ-HDND dated December 23, 2009 of the Provincial People's Council on a number of regimes and policies for cadres, civil servants and public employees who are from the lowlands working in the highlands.

- Resolution on a number of measures to improve the effectiveness of human trafficking prevention and control in the province.

- Resolution on financial support for labor contracts to serve as boarding cooks at public kindergartens in particularly disadvantaged communes of Nghe An province.

- Resolution on handling voters' petitions at the 9th session of the 17th Provincial People's Council, term 2016 - 2021.

- Resolution on the plan to organize the 2020 regular meeting of the People's Council of Nghe An province.

- Resolution on the establishment of a specialized monitoring delegation of the People's Council of Nghe An province on "the implementation of a number of resolutions of the Provincial People's Council on mechanisms and policies for investment in socio-economic development in the province".
