Provincial People's Council approved 12 key task groups for the last 6 months of 2018

Accordingly, based on the assessment of the socio-economic situation in the first 6 months of 2018, analyzing the existing problems and challenges, the Provincial People's Council has proposed 12 tasks and solutions from now until the end of the year to achieve the socio-economic targets for the whole year of 2018, especially the GRDP growth rate; budget revenue; tax debt reduction and solving existing and pressing problems.

Specifically, sectors and levels direct, urge and inspect the implementation of the 2018 plan tasks according to the proposed scenario, promote the responsibility of leaders of sectors, fields and localities to take drastic actions, ensure development progress in all sectors and fields to achieve the highest results; focus on mid-term review of the implementation of the Resolution of the 18th Provincial Party Congress; summarize 5 years of implementing Resolution No. 26-NQ/TW of the Politburo to propose effective solutions.

In production, all levels and sectors are required to focus on removing difficulties for production and business sectors to promote growth.

Regarding agriculture, continue to restructure the agricultural sector towards increasing added value, quality and output per unit area associated with expanding the consumption market; research and develop multifunctional agriculture based on areas with comparative advantages of the province; continue to accumulate and concentrate land to create conditions for restructuring agricultural production, ensuring efficient use of resources and land; implement Decree No. 57/2018/ND-CP of the Government on mechanisms and policies to encourage enterprises to invest in agriculture and rural areas...

Regarding industry, restructure the industry towards developing new, advanced, environmentally friendly technology projects; associated with selecting industries and fields with potential, competitive advantages, high added value, employing a lot of labor, paying reasonable wages, ensuring working conditions for workers to prioritize development; support and create favorable conditions for production and business enterprises.

Regarding services, restructure and rapidly develop service sectors with strengths, especially finance, banking, insurance, trade, healthcare, education, tourism, culture and high value-added services; focus on implementing Action Program No. 55-CTr/TU dated January 4, 2018 of the Provincial Party Standing Committee on implementing Resolution No. 08-NQ/TW of the Politburo on developing tourism into a spearhead economic sector in Nghe An province in the period of 2017-2030. At the same time, strengthen inspection and supervision of the market and prices in the area, especially for essential goods.

Regarding investment, continue to strengthen foreign affairs, improve the investment environment, promote and attract investment; attach support, remove difficulties, urge the implementation of projects with investment policies and licenses and handle obstacles in documents, procedures, and site clearance for key projects such as VSIP Nghe An Industrial, Urban and Service Park project, WHA Hemaraj Industrial Park project, projects of FLC Group, Masan Group, TH Group...; urge and accelerate the implementation of the plan to review and revoke unimplemented projects; effectively implement the Law on Support for Small and Medium Enterprises in the spirit of Directive No. 15/CT-TTg dated June 15, 2018 of the Prime Minister.

The Resolution on tasks for the last 6 months of 2018 also sets out groups of tasks to focus on directing the acceleration of the implementation and disbursement of capital construction investment plans; strengthening collection and strictly managing state budget expenditures; taking care of cultural and social fields, ensuring good implementation of social security policies; managing resources well and protecting the environment; proactively preventing and fighting fires and preventing and fighting storms and floods.

It is also a group of solutions to strengthen state management, continue to promote administrative reform, strengthen discipline, implement the Grassroots Democracy Charter; ensure national defense - security, social order and safety, properly resolve complaints and denunciations; carry out information and propaganda work, consolidate the trust of the whole system, businesses, and people, and create consensus in society.
