In the 2020 - 2025 term, the communes of Nghia Minh, Nghia Hong, and Nghia Mai (old) have united and made efforts to overcome difficulties from the Covid-19 pandemic and natural disasters, achieving many important achievements in various fields. This is a solid foundation for the merged commune of Nghia Mai (new) to enter a period of vigorous development, with the aspiration to become a bright spot in the green and circular agricultural economy of Nghe An province.
Inheriting achievements from old communes, affirming new position
Nghia Mai Commune was established under Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025 of the Standing Committee of the 15th National Assembly, on the basis of arranging the entire natural area and population of the three communes of Nghia Minh, Nghia Hong and Nghia Mai (old) of the old Nghia Dan district. The commune Party Committee was established under Decision No. 3629-QD/TU dated June 18, 2025 of the Standing Committee of Nghe An Provincial Party Committee, officially operating from July 1, 2025.
During the 2020 - 2025 term, the three old communes achieved stable socio-economic results, with an average growth rate of 8.5-9%/year. The average income per capita in 2025 is estimated at 56.5 million VND. The economic structure has shifted positively, focusing on converting crops and livestock, promoting advanced new rural areas.
Agriculture develops towards commodity, value chain linkage, high technology application; many effective models such as fruit tree planting, large-scale livestock farming. Industry and handicrafts attract investment projects, trade and services expand.
Average local budget revenue is 15-20 billion VND/year. Culture and society progress, people's lives improve; political system is consolidated, security and order are maintained.
Party building work is given comprehensive attention. Party committees promptly disseminate resolutions of the Central, provincial and district levels; innovate ideological, ethical and organizational work; deploy the model of "four good party cells" and "four good grassroots party committees"; develop new party members, review and expel unqualified party members from the Party.
The cadre work achieved positive results: reviewing 50 cadres to supplement the planning; training 3 professional cadres, 20 intermediate political theory cadres, 29 title training cadres; 100% of Party cell secretaries participated in training new knowledge. The cadre and civil servant team after the merger has 84 comrades, 80 comrades have university degrees or higher, 53 comrades have intermediate political theory cadres or higher, basically meeting the tasks.
The Party's inspection and discipline supervision work has been strengthened, promoting education and prevention; violations have been promptly handled. The People's Council's activities have been innovated, improving the quality of supervision and contact with voters. The government has focused on administrative reform, building a digital government; implementing Project 06 on population data, attaching QR-Code to documents, reducing the issuance of documents. Mass mobilization work has been effective, promoting the "Skilled Mass Mobilization" movement; the Fatherland Front and mass organizations have mobilized solidarity and participated in Party and government building.
National defense and security were maintained, military recruitment targets were met; the movement for the entire people to protect national security developed widely. However, there were still limitations such as an unsustainable economy, unsynchronized infrastructure, and the impact of epidemics and natural disasters.
Breakthrough development, building advanced new rural areas
The first Congress of the Party Committee of Nghia Mai commune, term 2025 - 2030, sets out the general goals: Building a clean and strong Party and political system; promoting democracy, strengthening solidarity, maintaining discipline; effectively exploiting potentials and advantages; comprehensively developing the socio-economy; ensuring national defense and security; building Nghia Mai into an advanced new rural commune and a bright spot of the province's green and circular agricultural economy.
By 2030, strive for an average economic growth rate of 10-12%/year; average income per capita of 80-90 million VND/year; strong economic restructuring, agriculture under 40%; poverty rate under 1%; trained labor force reaching 75%; universal health insurance participation rate; access to information and the Internet reaching 95%.
To implement, focus on 3 breakthroughs: Developing commodity agriculture, increasing product value; building synchronous socio-economic infrastructure associated with advanced new rural areas; science and technology, innovation, digital transformation in state management and rural digital economy. Solutions: Promoting crop restructuring, production linkage, building OCOP brand; investing in transportation, irrigation, electricity and water; applying AI, digital technology, 5G; improving the quality of education, health care, social security; strengthening national defense and security, building drug-free areas; building a strong Party, improving political and ideological work, organization, inspection and supervision, mass mobilization, and anti-corruption.
