(Baonghean.vn) - On the morning of July 21, the 20th term Vinh City People's Council opened its 8th session to evaluate the implementation of the socio-economic development plan in the first 6 months of the year; key tasks and solutions for the last 6 months of 2014 and decide on a number of other important tasks.

After the opening speech of Chairman of the City People's Council Nguyen Hong Minh, the meeting listened to a report on the implementation of the socio-economic development plan in the first 6 months of the year; key tasks and solutions for the last 6 months of 2014. Notably, the city has focused on removing difficulties, creating an environment and favorable conditions for economic sectors to develop, including 297 newly established enterprises; 610 households were granted new business licenses, with a total investment capital estimated at 5,110 billion VND, an increase of 4.3% over the same period. The economic growth rate is estimated at 7.7% (the average of the province is 6.37%).

Industries such as ready-made garment processing increased by 33.4%; paper and cardboard production increased by 9.8%; confectionery increased by 6.7%. In the first 6 months, the city also focused on directing the resolution of difficulties and problems in industrial clusters; continued to consolidate and innovate cooperative development. Trade, service, tourism activities; agricultural and fishery production and new rural construction continued to have many positive changes. Budget revenue reached 479.5 billion VND, reaching 53% of the plan, up 31% over the same period last year. The cultural and social fields continued to have positive changes. Social policies, vocational training, and job creation received focused attention, contributing to stabilizing and improving people's lives. Administrative reform continued to be directed in depth and breadth, contributing to strengthening discipline and administrative order in agencies and units in the city; national defense and security are guaranteed....

In addition, the report also clarified some shortcomings and limitations, that is, although the economic growth rate increased quite a bit compared to the same period, but in general, the production and business activities of enterprises and cooperatives still face many difficulties, many enterprises have to stop production and close tax codes. Some programs and projects on developing small and medium enterprises, developing market networks, craft villages, and cooperatives are still limited. The amount of tax arrears is still large at 204 billion VND and is on the rise. Some areas such as urban order management and beautification, environmental sanitation, granting of land use right certificates, encroachment on public land and illegal construction still reveal many limitations...

Also this morning, the City People's Council listened to reports on the implementation of budget revenue and expenditure; reports on the work of receiving people, handling complaints and denunciations of citizens and the results of post-inspection handling, anti-corruption and thrift practice, anti-waste in the first 6 months of the year, some tasks and solutions in the last 6 months of 2014; reports on the City Fatherland Front's participation in government building and opinions and recommendations of voters to the City People's Council and People's Council delegates; listened to the inspection reports of the City People's Council committees.
