"Proposing innovative mechanisms and policies to create motivation for business and national economic development"

(Baonghean.vn) - Responding to the campaign "Proposing ideas for innovation in mechanisms and policies to create motivation for business and national economic development" organized by the Central Business Party Committee, Nghe An Provincial Party Committee has developed a Plan to organize the Campaign as follows:

I. PURPOSE, REQUIREMENTS

- Promote the sense of responsibility, patriotism, intelligence and creativity of cadres, party members and workers in enterprises and in society, contribute breakthrough ideas to create momentum for the development of enterprises and the country's economy.

- Suggesting innovative mechanisms and policies to create new driving forces to promote rapid and sustainable economic development of the country, and at the same time suggesting development solutions, improving productivity, production and business efficiency, and competitiveness of enterprises, especially state-owned enterprises in the process of international economic integration.

- Launch the Campaign from the grassroots level, creating a movement with widespread effects among cadres, party members, and workers in enterprises and throughout society.

- The voting and awarding process at all levels must ensure scientific, objective and timely progress, with the meaning of welcoming Party Congresses at all levels, towards the 12th National Congress of the Party.

- The campaign must be practical, effective, economical, avoiding ostentation, formality, and waste.

II. CONTENT OF SUGGESTION

1- Suggestions on innovation of macro policies and mechanisms:

- Provide advice and propose innovations in macro-economic mechanisms and policies to create new momentum for rapid and sustainable development of the national economy in general or of sectors and localities; build a foundation to soon turn our country into a modern industrialized country.

- Provide ideas for innovation, continue to perfect institutions, develop a socialist-oriented market economy; policies and strategies to create breakthroughs in innovation, improve productivity, quality, efficiency and competitiveness of the economy in international integration; improve effectiveness, discipline, order, publicity and transparency in economic management.

- Suggest and propose innovations in macro mechanisms and policies to create motivation for development and improve the operational efficiency of enterprises.

2. Suggestions on internal corporate mechanisms, policies and solutions:

- Suggesting innovative internal mechanisms and policies, management solutions to improve corporate governance efficiency, create breakthroughs in promoting resources, and create new development momentum for businesses.

- Financial, business and technical initiatives and solutions that help to improve productivity, quality, production and business efficiency and competitiveness of enterprises.

3. Suggestions on Party building work in enterprises:

Provide advice on innovation in leadership methods, improving the leadership capacity and fighting strength of the Party, improving the quality and efficiency of Party organizations and socio-political organizations in state-owned enterprises in particular and enterprises in general to promote rapid and sustainable enterprise development.

III. SUBJECTS, FORM, AND PARTICIPATION DOCUMENTS

1. Subject:

Individuals or groups in enterprises and all individuals and groups in society in Nghe An province are allowed to participate in the campaign.

2. Form:

2.1 Form of suggestion:

- Development plans, projects, research topics with proposals on new mechanisms, policies, national, sectoral and local economic development models that have the potential to create breakthroughs and new driving forces for development.

- Creative ideas with potential to create breakthrough development for the national economy, industry, locality or for businesses, departments of businesses.

- Management, economic and technical solutions create breakthrough development, improve productivity, efficiency and competitiveness for businesses and business departments.

2.2 How to participate in giving advice:

- Individual or collective authors in enterprises and all individuals and collectives in the province send their suggestions to the Steering Committee of the Movement (standing agency: Nghe An Provincial Business Bloc Party Committee, No. 31, An Duong Vuong Street, Vinh City, Nghe An Province)

3. Profile:

- Registration form to participate in the Campaign "Proposing innovative mechanisms and policies to create motivation for business and national economic development" (sample attached).

- Author's CV; summary in Vietnamese and detailed report of the project, topic, theme, idea, solution...

IV. TIME AND VOTING PROCESS:

1. Time:

The campaign will be implemented from now until the 12th National Party Congress (first quarter of 2016). The deadline for submitting proposals to the Campaign Steering Committee (standing agency: Nghe An Provincial Business Bloc Party Committee) is October 30, 2015.

2. Voting process and rules:

- The provincial steering committee, based on the actual situation, organizes voting and awards for the best proposals in all content groups. The best proposals in content groups 1 and 3 (Section II, this Plan) will be sent to participate in the national voting round at the Central Business Bloc Party Committee.

- Voting and awarding are carried out according to separate voting rules issued by the Provincial Steering Committee.

V. REWARDS

1. Reward:

1.1 Provincial Awards

-01 Special Prize: bonus worth 400 million VND and a certificate of merit from Nghe An Provincial Party Committee.

-01 First Prize: prize worth 200 million VND and a certificate of merit from Nghe An Provincial Party Committee.

-2 Second prizes: prize money worth 100 million VND and certificate of merit from Nghe An Provincial Party Committee.

- 2 Third prizes: cash prize worth 50 million VND and certificate of merit from Nghe An Provincial Party Committee.

10 Consolation prizes: Certificate and prize worth 5 million VND

2.1. Central Business Bloc Party Committee Award

- 01 Special Prize: includes a cup, a bonus of 1 billion VND and a certificate of merit from the Party Committee of the Block;

-01 First Prize: includes a trophy, a prize of 300 million VND and a certificate of merit from the Central Enterprise Party Committee;

-03 Second prizes: including a trophy, a prize of 100 million VND and a certificate of merit from the Central Enterprise Party Committee;

-05 Third prizes: including a cup, a bonus of 30 million VND and a certificate of merit from the Central Enterprise Party Committee;

-40 Consolation prizes: including Certificate and prize money worth 5 million VND.

2. Promote and use suggestions

-The Provincial Steering Committee synthesizes valuable suggestions awarded at the provincial level to submit for voting and awarding at the Central Business Bloc Party Committee.

- Valuable suggestions related to Nghe An province will be considered for research, application and implementation in practice.

-Good and valuable suggestions after being awarded will be selected to be published and introduced in provincial newspapers, magazines and other press.

VI. IMPLEMENTATION ORGANIZATION

1. Provincial People's Committee

- Direct relevant departments, branches, sectors and associations to respond to the Movement.

- Estimate the budget for implementing and organizing the Campaign.

2. Party Committee of the Enterprise Bloc(is the standing body of the Movement)

- Receive and guide authors to complete documents.

- Develop an effective implementation plan for the Campaign, suitable to the situation in the Party Bloc.

- Advise on the Decision to establish the Provincial Steering Committee for the Campaign; award selection rules; content and program of the award ceremony; inspect and urge the implementation and some other contents related to the Campaign.

3. Departments, branches and sectors

- Guide, propagate, and urge individuals and groups at their agencies and units to actively participate and coordinate with relevant sectors to organize, deploy, and effectively implement the Movement.

4. Radio and Television Station, Nghe An Newspaper

- Preside and coordinate with relevant agencies to do a good job of propagating the Movement.

- Develop columns and spend appropriate time to promote and disseminate the Campaign to agencies, organizations and all people in the province to know and participate.

5. Association of typical enterprises, Association of small and medium enterprises, Association of young enterprises

- Guide, propagate, and urge individuals and businesses in the association to organize, deploy, and participate in the implementation of the Campaign.

6. Districts, cities, towns

- Develop an effective implementation plan for the Movement, suitable to local conditions.

Based on this Plan, district, city, town Party Committees, affiliated Party Committees, provincial departments, branches and sectors shall organize and implement seriously and effectively, and periodically report monthly to the Provincial Steering Committee (through the Provincial Business Bloc Party Committee).
