Effectiveness of fish seed support program for mountainous areas

Na Tong village in Tam Thai commune - Tuong Duong district is located on National Highway 7, but economic life is still difficult. The village has 127 households, over 500 people, most of them are Thai ethnic group, poor households. 3 years ago, the state's fish seed support program arrived and began to be welcomed by the people here. Up to now, many households in the village have fish ponds, some have 3 ponds, the average area of ​​each pond is from 20 - 50m2. Ms. Kha Thi Phan currently has 3 ponds, said: We are very excited because the state provides fish seeds. The food for fish is only grass and cassava leaves, after 2 - 4 months of raising, we can be self-sufficient in food. Especially, on holidays and Tet, we are not as busy as before". In particular, many families here also know how to combine releasing ducks and raising frogs on fish ponds, both of which are effective, bringing in millions of dong in income during holidays and Tet.

From Na Tong village, going deeper into Khoi, Xoong Con, and Doc Bua villages. Every year, to implement fish farming from the provided fish seed, many households proactively dig and build banks, creating fish ponds. Mr. Nguyen Trong Tan - Chairman of Tam Thai Commune People's Committee, said: Every year, based on the registration spirit of households, the commune implements the classification according to the list and depending on the pond area, giving priority to poor households and households with many ponds... Since the beginning of the year, the commune has been provided with 150 kg of level 2 fish seed from the state support program. The whole commune currently has 85 households receiving fish seed annually under this support program. Thanks to that, the villagers have had income and improved their daily lives.

According to Mr. Hoang Sy Thin - Head of the Agriculture Department of Tuong Duong district: Based on the annual funding support of about 400 - 500 million VND, the district has proactively signed a contract to provide seeds with Do Luong Aquaculture Cooperative to provide about 3,500 kg of fish seeds. From this seed source, the district has distributed to 16/17 communes to raise on a total area of ​​52 hectares of ponds. For households that are not entitled to the policy but have the need to raise fish, the district will apply a 30% subsidy mechanism from local funding sources, helping people master the techniques. The district has coordinated with the agricultural extension station to implement training on farming techniques.

In Que Phong, the communes of Cam Muon, Muong Noc, Quang Phong, Chau, and Kim have hundreds of households raising fish under the fish seed subsidy program. According to a report from the district's agricultural department, from 2009 to now, the district has been granted from 380 to 740 million VND/year for the fish seed program. The district has proactively signed a contract with Yen Ly Aquaculture Seed Company (Dien Chau) to provide thousands of kilograms of fish seeds to the people. In 2012, the whole district has deployed for people to raise over 450 family ponds, thanks to which, about 1,500 households in the villages have had the conditions to improve and enhance the quality of life.

Discussing the above program, Mr. Vi Luu Binh - Deputy Director of the Department of Agriculture and Rural Development, said: From 2009 to now, the province has provided an average of 600 million VND/year to support fish breeds for districts, especially in 2011 and 2012, the funding source for fish breed support for 3 districts was up to nearly 1.4 billion VND/year. On this basis, the districts will proactively choose the list and suppliers of fish breeds for themselves as well as proactively implement the time of the facility because the majority of beneficiaries of the program are poor households, especially difficult, so the awareness and knowledge of fish farming science and technology are still low. This is also the reason why for a long time, the provision of fish breeds has only stopped at traditional native fish breeds, with low productivity.
