Realizing the importance of human resource development as well as the fact that the rate of untrained workers is still high (over 70%, of which rural workers are over 81%), in recent years, the Provincial Party Committee and Provincial People's Committee have issued many resolutions and policies on human resource development, promoting vocational training, investing in facilities, and building many programs linking vocational training with job creation.
In 2010 - 2011, investment was made to strengthen the infrastructure for public vocational training institutions with a total investment of 139,176 billion VND. etc. With many positive measures, in the period of 2005 - 2010, on average, each year over 60,000 people in the province received vocational training and in 2011 it was 70,000 people.

A typical locality that Duc Phong Company has connected with for vocational training and development is Nghi Thai commune, Nghi Loc district. In 2005, Nghi Thai was still a poor commune. Thanks to the cooperation with Duc Phong Company Limited to restore the bamboo and rattan weaving profession, up to now, 10/11 craft villages in the commune have been restored, people have stable jobs, good income, the poverty rate is 6.5%...
