The effectiveness of the supervisory activities of the People's Council of Anh Son district

(Baonghean.vn) - Recently, the People's Council of Anh Son district has paid special attention to the work of receiving people, receiving and handling citizens' petitions in many different forms, such as: monitoring through reports on the work of receiving people, receiving and handling petitions of the District People's Committee, the District People's Court, the District People's Procuracy; reports of the District People's Committee responding to voters' opinions and recommendations... at the District People's Council meetings.
In addition, the Standing Committee of the People's Council and the council's committees also send council delegates to directly participate in regular citizen receptions with the District People's Committee through the citizen reception room on the 10th of every month chaired by the Chairman of the District People's Committee or coordinate with the Standing Committee of the District Fatherland Front Committee to monitor unresolved complaints. Since the beginning of 2011, together with the District People's Committee's citizen reception room, the Standing Committee of the Anh Son District People's Council has organized 12 supervision sessions, participated in receiving 65 citizens, and received 121 petitions, complaints, and denunciations. The issues that citizens petitioned and proposed were seriously accepted by the council members, who explained and analyzed the issues raised by citizens within their authority and functions.
After monitoring and receiving citizens, the Standing Committee of the District People's Council has forwarded citizens' opinions, suggestions, complaints and denunciations to the relevant departments, offices and competent authorities for consideration and response. The Standing Committee of the District People's Council regularly monitors and deploys official dispatches reminding and urging departments, offices and competent authorities to promptly consider, resolve and respond to citizens' recommendations, denunciations and complaints in a timely and lawful manner, avoiding a backlog of petitions and complaints. Therefore, the number of petitions sent has been responded to by relevant departments, offices and competent authorities in a timely and lawful manner.
Regarding complicated and prolonged complaints in recent times, such as: citizens of hamlet 3, Linh Son commune, Khai Son, Long Son petitioned the Land Clearance Council under the National Highway 7A Upgrade and Expansion Project implemented in 2004 but have not yet paid compensation to households; 3 households of Long Son commune complained that the Ba Cuoi reservoir upgrade project caused flooding of people's houses and crops. Recently, the Standing Committee of the District People's Council and the Socio-Economic Committee, the Land Clearance Council directly went to the locality to survey. With such an approach, it has initially brought about practical results, contributing to enhancing the role, prestige and trust of the people in the District People's Council in the work of supervision, urging people to receive people and receiving and handling complaints and denunciations of citizens.
It can be said that the work of supervising, urging people to receive and receive and handle petitions of the People's Council of Anh Son district carried out in the past time has brought positive results. That activity not only helps the Standing Committee of the People's Council maintain contact with voters, have timely information to serve the accurate decision on socio-economic development issues of the district, but also creates conditions to propagate policies and laws to citizens.
Through the activities of monitoring, receiving people and receiving and handling petitions, citizens' recommendations, proposals, complaints and denunciations have been transferred by the District People's Council to the right competent authorities, avoiding the situation of petitions being sent to many sectors and levels, causing waste of citizens' time and effort; the people's right to complain and denounce is thus guaranteed; helping the District Party Committee and government grasp and promptly resolve people's concerns right at the grassroots level.
However, in reality, the work of supervising, urging people to receive and handle petitions of the People's Council of Anh Son district still faces many difficulties in the implementation process because this activity basically only focuses on full-time delegates in the district, while part-time delegates do not spend much time on this activity.
