Effectiveness of the model of secretary and hamlet chief

(Baonghean) - After nearly 20 years of implementing the model of organizing the secretary and hamlet chief, up to now, Do Luong has had 270/369 hamlets implementing it, of which 13 units have 100% of hamlet blocks with the secretary and hamlet chief, bringing high efficiency in directing the implementation of the Party and State's policies at the grassroots level, contributing to maintaining political security as well as socio-economic development. Reality proves that in localities with 100% of secretaries and hamlet chiefs, all movements are very strong.

We went to Do Luong Town - the first unit in the district to apply the model of secretary and hamlet chief. Mr. Nguyen Van Quang - Head of Block 8 said: In 1995, he was working as Deputy Secretary of the Commune Party Committee. Due to the organization's request, he was transferred to Hamlet 8 to implement the model of secretary and hamlet chief. At first, he encountered difficulties, but now he has mastered it. According to him, the most difficult thing in leadership at the grassroots level is to know how to "divide roles" in one person. When disseminating resolutions, he must play the role of secretary. When implementing resolutions, he must play the role of hamlet chief. From receiving and disseminating resolutions from higher levels to developing implementation plans and organizing implementation, the roles of secretary and hamlet chief at each "stage" must be different, but knowing how to combine them smoothly will bring about effectiveness.

Mr. Nguyen Van Quang concluded: The secretary and hamlet chief must be a person who “talks well and plows well”. Then he told us about the process of resolving a case in which he effectively demonstrated his “roles”. The incident was a land dispute between Mrs. T and her neighbor. When the security agency reported it, he and the Front Bloc working group came to resolve it. In the role of secretary, he did ideological work to reconcile the tension between the two sides. After that, he and the professional department based on specific evidence and the law to resolve the case, at which point the role of the block chief was maximized. Through a logical analysis, combined with legal grounds, the case was resolved quickly and satisfactorily, and the two families were happy together again.

Arriving at Hamlet 4, Van Son Commune, we met Mr. Nguyen Xuan Thi - who has been the Secretary and Hamlet Chief for 16 years. According to him, when this model was first applied, people did not believe it. They were afraid that concentrating power in the hands of one person would lead to authoritarianism. Therefore, in the organizational structure, the deputy secretary was in charge of the Front's work to supervise and limit that authoritarianism. From 1998 to now, with the participation of mass organizations, timely supervision and comments on all activities for him "2 roles", everything has been resolved smoothly, creating high consensus in the community; building a highly united bloc.

For example, implementing the policy of land consolidation and plot exchange according to Directive 08 of the Provincial Party Standing Committee, he absorbed the spirit of the directive and the implementation method from the commune. However, the implementation process encountered resistance from some households because they did not want their land to be disturbed. As the secretary, he had to propagate and mobilize to do ideological work to make the people aware. When developing the plan, the role of the hamlet chief was promoted. The plans were developed to be discussed by the people, so the most optimal way was chosen. After the plan was developed, the secretary returned to direct the implementation of that plan. In a person at different times, the role is expressed differently, although it is hard work but it gets the job done. During all those years of working, with this way of working, he built the hamlet into a model hamlet of the commune. Creating high unity, reducing meetings, solving work quickly and effectively - those are the advantages of this model.

According to Mr. Nguyen Huu Van, Secretary of the Party Committee of Do Luong Town, where the first pilot model of the district was applied, the most difficult thing in implementing this model is people; it is necessary to choose people who can both talk and do and have enough prestige with the people. The reason why the model is successful in the town is because his area has many retired cadres with good capacity and qualifications to choose from. 10/10 secretaries and hamlet chiefs of the town are retired cadres and soldiers. In order for the hamlet block apparatus to operate stably, the town's organizational model is built in the direction of the secretary being the hamlet chief, the deputy secretary in charge of the Front work, the cell committee being the mass organizations. This is the most effective operating model. To perfect the apparatus in preparation for the Party congresses at all levels, the town recently organized the election of block chiefs for the 2015-2017 term and these people were elected as block secretaries. That also means "People elect the secretaries". This "reverse" process has demonstrated close direction from the grassroots in personnel selection work; demonstrating high consensus among the masses on personnel work.

After nearly 20 years of implementing the model of secretary and hamlet chief, it has contributed to creating a streamlined apparatus structure, reducing a large number of cadres in the whole district. The treatment regime has been raised (according to new regulations, the income of secretary and hamlet chief is 2 million VND), so cadres can work with peace of mind and contribute. The reception, implementation, and organization of the Party and State's guidelines and policies are timely, convenient, and effective; promoting the comprehensive leadership role of the Party cell in managing and operating hamlets in all areas. In addition, the capacity, dynamism, creativity, daring to think, and daring to take responsibility of cadres are promoted, limiting the dependence and avoidance in work; avoiding overlap in Party leadership and direction and government operations.

For the model to be successful and effective, the most important factor is still people. It is necessary to choose people with prestige, understanding of Party work, mastering the law, and having management capacity. According to Mr. Nguyen Hong An, Head of the Organization Board of Do Luong District Party Committee, in order to have a team of grassroots cadres that meet increasingly high requirements, the district is implementing a policy of "rejuvenation" by selecting cadres through channels, training programs. On the other hand, building mechanisms and policies so that cadres can feel secure in their commitment to the grassroots...
