Nghia Dong residents still remember a sunny day in mid-June 2009, when the commune's loudspeaker system announced that the commune's water plant had officially come into operation. The elderly and children anxiously waited until 4 p.m. for clean water to flow to every household, the joy filled the village. However, few people know that it took nearly 4 years (since 2004) to prepare a request file for Nghia Dong to have this dream of clean water.
Actively implementing the construction of new rural areas, Nghia Dong has achieved 16/19 criteria so far. The basic traffic is solid, the village is airy and clean, the commune center is bustling with trading and a market house, which is rare in the midland mountainous region. The fact that people are used to using clean water from the factory makes visitors to Nghia Dong feel a life with an urban appearance.

According to comrade Tran Van Trung - Standing Deputy Secretary of the Nghia Dong Party Committee, although the locality has paid attention to people's health care in the past, when there is no clean water for people's daily life, the commune cannot be proactive in disease prevention. Households living in low-lying areas and on the banks of rice fields often have their domestic water sources polluted due to rice field water seeping into their wells (substances from dead animals, waste, pesticides, etc.). Deputy Secretary Trung asserted: "There is a fact, although not yet confirmed by scientific results, that for nearly 3 years now, since there has been clean water, the rate of people suffering from intestinal diseases and cancer in Nghia Dong has decreased significantly!" (the phenomenon of many people suffering from cancer of unknown causes has caused confusion among the people here for a long time).
If we say that the use of clean water has really contributed to improving the quality of life for the people of Nghia Dong, then that is also reasonable, knowing that the clean water production technology here is Israeli technology, taking water from the Con River, pumping it into a 2,000m3 reservoir; then the pump continues to pump it up to 2 high tanks, in these tanks there is a chemical spraying system to settle the water (in each tank there are 2m3 of specialized sand purchased from Hai Phong worth 3 million VND/m3), in the tank there is a water aeration system and discharges the sediment out; in the next stage, the water goes into a 60m3 tank, from there the clean water is automatically pumped by the high-pressure pump system into the main pipeline to serve users.

Using clean water from the factory has dramatically changed people's awareness of its importance in protecting their health; improving their quality of life, and making them more concerned about protecting their living environment.
Mr. Dao Ngoc Diep, who lives in Hamlet 4B, said: “My house is on the edge of the hamlet, near the fields. For many years, there was no way to overcome the problem of using well water with a yellow scum when cooking and drinking. I was always worried. Now that I have clean water from the factory, I feel much more secure. My food and drinks are also more delicious!” Mr. Ngo Tri Dien’s family in Hamlet 7, thanks to the clean water from the factory, escaped the situation of being “thirsty” for 3 months of hot summer because their house is on high ground and the well always runs dry…
However, the joy of clean water for the people of Nghia Dong is not complete, because the factory has only been built in phase one, the water supply capacity has only reached 30m3/h, enough to serve only 600 households out of a total of 2,050 households in the whole commune. It is known that this factory has a total investment cost of nearly 8.9 billion VND from the capital source "State and people work together" (the people's counterpart capital is 30%). Currently, the commune leaders are planning to invest in more machines to increase the clean water production capacity to 80 m3/h, enough to supply clean water for 1,700 households.
