Quynh Lap is a coastal commune of Hoang Mai town, the lives of the people are closely linked to sea trips. Therefore, the commune faces many difficulties in implementing the policies of the Party, the State as well as the locality to the people.
Based on that situation, the Party Committee and the government of Quynh Lap commune have developed an annual propaganda program, focusing on promoting the effectiveness of oral propaganda according to Directive 17-CT/TW dated October 15, 2007 of the Central Party Secretariat (10th tenure) on "Continuing to innovate and improve the quality and effectiveness of oral propaganda in the new situation".

For example, for many years now, due to the nature of seafaring work requiring a lot of labor and high labor intensity, combined with people's customs, the number of students dropping out of school every year in Quynh Lap accounts for a fairly large proportion (in the 2012-2013 school year, 84 secondary school students dropped out).
Faced with this situation, the Party Committee issued a Directive to mobilize students to go to school. However, in order to effectively implement propaganda work, the Party Committee directed organizations in the political system to integrate propaganda work with mass mobilization work.
Accordingly, commune and hamlet officials went to families to explain, propagate, and encourage families and students to return to school. This work was maintained annually, so after 4 years, the number of students dropping out of school in the commune was only 7 cases.
Comrade Ho Sy Hoang - Secretary of the Quynh Lap Commune Party Committee said: "To enrich the propaganda work, the Party Committee has combined oral propaganda reporters with the establishment of specialized mobile propaganda teams, using projectors to create vivid illustrations. At the same time, activities are organized through the form of dramatization to convey the Party's guidelines and policies, the State's laws and policies as well as the local task of building new rural areas".
In Nghi Hoa commune (Nghi Loc) - an area where 51% of the population is Catholic, Nghi Hoa commune Party Committee has developed a specialized Resolution and regulations on oral propaganda activities for leadership and direction.
First of all, pay attention to selecting and building a team of dedicated and experienced oral propaganda reporters to promote the advantages of this special propaganda method; focus on innovating the content, communication methods and forms of propaganda organization to be rich, concise and suitable for each target audience. Direct communication is the responsibility of the Party Secretary, Head of the Party Committee's Propaganda Department and the specialized reporter.
To promote the advantages of oral propaganda, the Party Committee and the government of Nghi Hoa commune have assigned party members, cadres and civil servants to work in special hamlets to consolidate the political system at the grassroots level. Many commune and hamlet cadres have persistently visited each household to propagate and guide the implementation of new policies and guidelines of the Party Committee and government.
For example, implementing the clean livestock policy of the Commune Party Committee, at first implementation encountered many difficulties due to livestock farming practices and people's reluctance to change. However, thanks to good propaganda work in the style of "slow and steady wins the race", up to now, in Nghi Hoa, hundreds of households have invested money to build biogas tanks to overcome environmental pollution in livestock farming.
Comrade Dang Van Tam - Party Secretary, Head of the Propaganda Department of Nghi Hoa commune said: "Each direct meeting with the people is an opportunity to help people understand and explain issues that people are concerned about; at the same time, grasp the thoughts and legitimate aspirations of the people. Thereby, contributing to orienting public opinion, creating trust among party members and the masses in the policies, guidelines, and laws of the Party and State".

In ethnic minority areas in the mountainous districts of Tuong Duong, Ky Son, Quy Chau... with difficult traffic conditions and limited educational level, timely updating and orienting information to cadres, party members and the masses is very important.
Therefore, oral propaganda work is of special concern to the Party Committee and the government, focusing on classifying subjects and organizing direct propaganda and mobilization combined with "hand-holding and on-the-job" guidance so that people can easily remember and understand.
In Que Phong district, the District Party Committee's Propaganda Department has advised Party committees at all levels, guided Party committees and subordinate Party cells to thoroughly grasp directives and resolutions related to the work of reporters, and orally propagated them to all Party members and cadres in the entire Party Committee.
After receiving at the district level, the topics are implemented by the reporters to integrate into the content of the Party Committee's meetings and Party cell activities once a month in forms such as integrating into meetings, periodic meetings, extended meetings... Thereby, promptly disseminating new policies and guidelines to the people.

However, reality requires that in the coming time, Party committees at all levels need to continue to innovate the content, form and methods of conducting oral propaganda work; overcome the situation of one-way information from top to bottom; consolidate and improve the quality of the activities of reporters and propagandists at all levels; promptly advise Party committees at all levels to have timely solutions for propaganda and ideological orientation, and orientation of public opinion.
