Support of 114 billion VND according to Decree 116 in Dien Chau

(Baonghean.vn) - On the morning of August 24, the working delegation of the National Assembly's Ethnic Council led byComrade Nguyen Lam Thanh - Vice Chairman of the National Assembly's Ethnic Council led a survey on the implementation of Decree 116/ND-CP of the Government on policies for cadres, civil servants, public employees and salary earners in the armed forces working in areas with particularly difficult socio-economic conditions in Dien Chau district.

Decree 116/2010/ND-CP is an important policy for cadres, civil servants, public employees and salary earners in the armed forces working in areas with particularly difficult socio-economic conditions. Dien Chau district has 39 communes and towns, of which 06 are coastal communes subject to the adjustment of Decree 116/2010/ND-CP. Of which, 3 communes have benefited from March 2011: Dien Van, Dien Trung, Dien Bich and 3 communes have benefited from May 2013: Dien Hai, Dien Hung, Dien Kim.

Comrade Nguyen Lam Thanh said that the district needs to be flexible when implementing Decree 116/2010/ND-CP to suit the specific conditions of the locality.

The delegation inspected Dien Bich and Dien Trung communes. These two communes have a poverty and near-poverty rate of over 35%. Of which, 37 people have benefited from policies under Decree 116/ND-CP in Dien Bich commune over the past 5 years, with a total support fund for these people of over 3.1 billion VND. Meanwhile,Dien Trung has 23 beneficiaries of support, including 12 people who are attracted and 11 people who are long-term subsidy beneficiaries with a total funding source in 5 years of 2.3 billion VND.

Through the implementation of policies for cadres, civil servants, public employees and salary earners in the armed forces according to Decree 116/2010/ND-CP in Dien Chau district, it can be seen that the support source from 2011 to the end of the first 6 months of 2016 is more than 114.7 billion VND. Of which, the 2 main sources are the attraction allowance of over 96.1 billion VND, and the long-term allowance of over 12.5 billion VND.

Comrade Tang Van Luyen - Standing Deputy Secretary of Dien Chau District Party Committee proposed some contents to resolve difficulties in the implementation of Decree 116/2010/ND-CP.

In addition to the results achieved after 5 years of implementing Decree 116/2010/ND-CP of the Government, Dien Chau district has proposed a number of issues during the implementation process in the locality such as: the treatment regime has a large difference between favorable and difficult areas, creating great pressure on the mobilization work; The determination of the areas of particularly difficult communes is still general, causing unreasonableness in implementing the policy regime, difficulty in determining beneficiaries...

Concluding the meeting, Comrade Nguyen Lam Thanh - Vice Chairman of the National Assembly's Ethnic Council highly appreciated the achievements that Dien Chau district has achieved. At the same time, he noted that the district needs to properly implement the provisions of the Decree to ensure the rights of beneficiaries; Flexibly apply them to suit the specific conditions of the locality.
